On May 21st, 2026, at approximately 2:17 pm, I responded to a domestic dispute at [400 BLOCK] Kirkland Dr. Multiple parties had called dispatch, including the mother and Kameron Williams. I had responded to this residence earlier the same day and provided the mother with a form to go to the Haven House for a TPO.

Upon arrival, I made contact with Elijah Fogler, the mother, and Kameron Williams. Fogler stated that he had taken his mother to the Haven House earlier in the day. When they returned, Williams was putting the mother’s belongings outside the house. Fogler stated he picked up a chair and threw it, saying Williams wanted to throw things out. Fogler admitted he threw two chairs in the same direction. He stated the second chair hit Williams because Williams stepped into the way. When I asked where Williams was standing when the chairs were thrown, Fogler stated they were approximately a half arm’s length apart.

I obtained identification from both parties. Fogler’s address was listed as [1100 BLOCK] Collins Court, McDonough, Georgia 30253. I observed an injury to Williams’ left arm. Williams stated the injury was probably from the chair and that Fogler’s mother tried to block it.

I then spoke with Williams separately. Williams provided the following account: He was inside the residence getting his belongings because the mother was moving out. Fogler and his mother arrived. Fogler greeted Williams, but Williams did not respond because he knew Fogler did not like him. Williams stated Fogler became upset, picked up a chair, and threw it at him. Williams’ mother tried to block the chair, but it hit Williams in the head. Williams stated he did not do anything to provoke the incident. I observed a knot on the top of Williams’ head and photographed the injury. Williams stated he wanted to press charges against Fogler.

Williams stated he was going through items to retrieve his belongings and separate them from trash. He denied throwing the mother’s belongings out of the house. Williams confirmed the residence was his and that Fogler did not live there. Williams stated Fogler was not supposed to be at the residence.

I then spoke with the mother separately. She stated that when they returned from the Haven House, Williams was taking her belongings and putting them outside. She stated she told Williams she had retrieved her cable box and he could not throw her things out. She stated Williams grabbed a bag from her and said all her belongings were going out. The mother stated her son Elijah was bringing items back into the house when Williams continued to remove them. She stated her son threw a chair over to one area, thenthrew another chair, but denied that the chair hit Williams.

Dispatch advised that officers had responded to this residence five times in the last 60 days, with three calls occurring the previous night. I had responded to the residence twice on May 21st, 2026. Due to the repeated disturbances at this location, I determined that Williams would receive a citation for disorderly house.

Based on Fogler’s admission that he threw the chair, the visible injuries to Williams, and the fact that the chair made contact with Williams, I placed Fogler under arrest for disorderly conduct, city ordinance section 9.04.010, subsection A. I handcuffed Fogler behind his back with his hands positioned inward. I double-locked both handcuffs and confirmed they were not too tight. Fogler stated the right handcuff was tight, and I adjusted it.

Fogler’s mother took possession of his cell phone, keys, and personal property. Fogler requested to use his phone to call his fiancée, [REDACTED]. The call did not go through due to poor service. I attempted to call from my phone but received a voicemail. Fogler stated he had a second phone, but it could not be located. His sister arrived on scene, and Fogler provided her with his phone passcode to contact his fiancée.

I issued Williams a citation for disorderly house and explained that he must appear in court. Williams signed the citation in the yellow box. The case number was listed at the top of the citation above his name. I advised Williams that the report would be available in three to five business days and that he could obtain a copy. He stated he had never lived at Williams’ residence and had never lived in the same house as Williams.

Fogler was transported to Henry County jail without incident. I released Fogler on a citation for disorderly conduct, city ordinance section 9.04.010, subsection A. The citation was placed with his property. I provided Fogler’s identification and citation to jail staff for processing.
