On 07/17/2026 at approximately 02:17 AM, I, Officer Estrada #2154, was patrolling the area of 250 Jonesboro Rd, McDonough GA, 30253, Henry County (Goodwill Donation Center) when I observed an individual I had previously given a verbal warning for loitering and prowling.
I drove up to the male and asked him to come over to my patrol vehicle. I asked him if he remembered what I had told him the previous time I dealt with him and he stated he was charging his nebulizer. I told him that it did not matter why he was hanging around the property, it was loitering due to the business being closed. I asked him for his name and date of birth again and he provided me with his information. I checked his name and date of birth, Eugene Davis III B/M DOB [REDACTED BY AGENCY] and it returned with the previous call history.
I informed Davis that he was under arrest for the city ordinance of loitering and prowling. I placed Davis into double-locked handcuffs, placed behind his back with a two-finger gap in between them. I searched Davis for weapons and/or contraband, and none were found. I placed Davis into the back seat of my department-issued patrol vehicle, without the seatbelt in place over his lap and shoulders due to forgetting. My department-issued patrol vehicle was inspected for weapons and/or contraband before my tour of duty, rendering a negative result for weapons and/or contraband. I placed his property into my department-issued vehicle to transfer along with Davis to the Henry County Jail.
I transported Davis and his property to the Henry County Jail, using the quickest and most direct route available, advising Henry County dispatch of my beginning and ending mileage. I arrived at the Henry County Jail, where I transferred custody of Davis and his property to the Henry County Intake Officers. After transferring custody of Davis to the Henry County Intake Officers, I searched my department-issued patrol vehicle’s rear seats for weapons and/or contraband, rendering a negative result for weapons and/or contraband.
