[NARRATIVE #1 on July 03, 2026]

On July 3, 2026, I initiated a traffic stop at the intersection of GA-42 and Jackson Street after observing a traffic violation.

While traveling on GA-42, I observed a black Toyota Camry traveling ahead of my patrol vehicle. As I followed the vehicle, I noticed it had difficulty maintaining a straight path of travel and continuously drifted back and forth within its lane. I then observed the vehicle fail to maintain its lane, crossing the center line.

Based on my observations, I activated my emergency lights and siren and initiated a traffic stop. I notified dispatch of the stop and conducted a registration check on the vehicle’s tag, which returned to Isiah Bailey. Upon making contact with the vehicle, I observed Bailey to be the driver and sole occupant.

I identified myself and advised Bailey of the reason for the traffic stop. I asked Bailey to explain why he had been unable to maintain his lane however, his explanation was inconsistent with my observations. I then asked Bailey if he had consumed any alcoholic beverages. Bailey stated that he had consumed one alcoholic beverage earlier while with a friend.

Due to my observations and Bailey’s admission to consuming alcohol, I requested Sgt. Shumate, certified in Standardized Field Sobriety Testing (SFST) to respond to the scene. Sgt. Shumate administered the appropriate field sobriety evaluations and determined Bailey was under the influence of alcohol. See his supplemental report.

Henry County Officer Etheridge, a certified phlebotomist, was also requested to respond to obtain a blood sample. Baiey was transported to the Locust Grove Police Department where Officer Eltheridge collected the blood sample. Officer Etheridge sealed the Evidence Submission Kit. The kit was placed into secured refrigeration.

I transported Bailey to the Henry County Jail. Bailey’s vehicle was released to [REDACTED] at his request.

Bailey was in possession of a handgun magazine with 14 rounds of 9mm. The magazine and bullets were placed in property.

[NARRATIVE #2 on July 03, 2026]

On 7/3/26 at 2306 hours I responded to GA-42 to assist Officer Burnett with an impaired driver. Upon my arrival Officer Burnett advised that he stopped Isiah Bailey for failure to maintain lane and he suspected that Bailey was impaired.

I approached Isiah Bailey as he was still seated in his vehicle. I had Bailey exit his vehicle and walk to the rear of it. Bailey advised me that he had two firearms in his vehicle so I patted him down to confirm that he was unarmed. I had Bailey walk over to the sidewalk adjacent to GA-42. The sidewalk was strait and level. I had Officer Burnett deactivate his front emergency lights so that Bailey’s eyes would not be affected by them. I asked Bailey about alcoholic beverage consumption. Bailey told me that he had consumed one beer and one shot of liquor within the last ninety minutes. I asked Bailey if he would participate in field sobriety exercises so that I could better judge his level of impairment.

Bailey was wearing eyeglasses and he said that he could clearly see the stimulus (my index finger). I observed his eyes to be red, bloodshot and watery. When I began Horizontal Gaze Nystagmus Bailey immediately turned his head to his left while following the stimulus. I instructed him to follow the stimulus with his eyes without turning his head. I restarted the exercise. While conducting the Horizontal Gaze Nystagmus I observed lack of smooth pursuit in both eyes and distinct and sustained nystagmus in both eyes.

The next exercise conducted was the Walk and Turn. Bailey was medically qualified and agreed to conduct the exercise. During the instructional phase, Bailey was unable to maintain his balance and broke heel to toe contact. When the walking phase began Bailey immediately missed heel to toe and stepped off line. Bailey missed heel to toe contact on all 18 steps. His turn was improper and was more an “about face”.

The next exercise was the One Leg Stand. As soon as I told Bailey to begin we was unable to maintain balance and placed his right foot on the ground. He placed his foot down numerous times during this exercise. He was swaying the duration of the exercise.

I asked Bailey if he would provide a preliminary breath sample and he agreed. The preliminary breath test indicated a positive result of the presence on alcohol on Bailey’s breath.

It was determined that Bailey was impaired due to his alcoholic beverage consumption. Officer Burnett cuffed Bailey behind his back and walked him to the patrol vehicle. I read Bailey the Georgia Implied Consent Warning and requested a blood sample.

I asked communications to request a Law Enforcement Phlebotomist from the Henry County Police Department. Officer Burnett transported Bailey to the Locust Grove Police Department and awaited the arrival of Officer A. Etheridge. Etheridge arrived and collected a blood sample from Bailey. Etheridge used a GBI Chemical Test Kit provided by Officer Burnett. After the evidence collection Etheridge placed the blood sample in the box and sealed it.

Bailey was transported to the Henry County Jail.
