On 05/09/2026, I responded to the I-75 Southbound Exit Ramp at Bill Gardner Parkway in reference to an unknown problem.
Original CAD notes indicated there was an accident with injuries. Upon arrival, I observed there was no accident. Deputy Cornell Madison with the Butts County Sheriff’s Office was out with an individual who he suspected was impaired. He stated he observed a male, later identified as Quinton O’Neal, asleep behind the steering wheel of a 2020 Nissan Altima. The vehicle was in drive and stopped at the red light.
Deputy Madison stated he approached the car and knocked on the window. He stated when Quinton observed him, he quickly accelerated then came to a stop. Deputy Madison stated he had Quinton exit the vehicle, which Quinton became aggressive. He stated Quinton was “extremely drunk.” I confirmed there was no accident that took place, which he confirmed there was not. I made contact with Quinton and had him stand in front of my patrol vehicle.
Quinton stated Deputy Madison attempted to remove him from the car. He stated he must have fallen asleep because he had been up for a while. Quinton stated he was coming from a friend’s house in Clayton County. I asked Quinton if he had consumed any alcohol, to which he replied “I drunk a beer or two. I ain’t gone lie.” I, along with other officers, cut off our front emergency lights. I asked Quinton if he would conduct field sobriety evaluations to determine if he was okay to drive, to which he stated “I’m good.” I asked once if he would conduct field sobriety evaluations, and he agreed.
I medically cleared Quinton and placed him in the starting position for Horizontal Gaze Nystagmus. During Horizontal Gaze Nystagmus, I observed 6 out of 6 clues. I conducted the Vertical Gaze Nystagmus evaluation and observed an additional clue. Quinton stated he was more tired than intoxicated. He further stated he had approximately 7 or 8 beers, and the beers were Modelos and Corona.
I asked Quinton if he would perform additional evaluations such as the Walk and Turn and One Leg Stand, but he refused. At that time, I placed Quinton into custody for driving while under the influence of alcohol. I read him the applicable implied consent notice for suspects age 21 or over, and he agreed to provide a blood sample.
An inventory was conducted on Quinton’s vehicle. All currency located was placed into a Crown Royal bag and placed into my patrol vehicle. Once the inventory was completed, Corner Lot Towing took possession of the vehicle. I transported Quinton to the Wellstar Sylvan Grove Medical Center, where Medical Lab Scientist [REDACTED] completed the blood draw. Prior to the blood draw, Quinton acknowledged and signed a Blood Alcohol and Drug Screen Order and Authorization form.
Once the blood draw was completed, I transported Quinton to the Henry County Detention Center and released him to jail staff. Quinton was cited for blocking the roadway within 30 feet of an intersecton and DUI – Less Safe. I transported the blood sample to the Locust Grove Police Department and placed in into the refrigerated portion of the temporary evidence lockers.
