On July 9th, 2026 at approximately 5:46 PM, I responded to a disturbance at the pool area located at Patriots Point neighborhood. Upon arrival, I observed multiple juveniles gathered near the pool area and three adult males walking away from the scene.

I made contact with several juveniles who stated that three adult males had come to the pool area and were recording them on their phones. The juvenile stated they were visibly intoxicated. The juveniles, who ranged in age from 11 to 18 years old, stated that all three males were recording minors in the pool area, including an 11-year-old female. One 17-year-old male witness stated that when they arrived, the males were already recording. He explained that one male in a gray shirt was in the pool dancing behind girls, while the males in burgundy and black shirts were recording from poolside chairs. The witness stated he and others asked the males to delete the videos, attempting to communicate through a phone translation application.

I then made contact with the victim, [REDACTED BY AGENCY] a 17-year-old male. [REDACTED BY AGENCY] stated that he confronted the male in the burgundy shirt about the recording. [REDACTED BY AGENCY] provided the following account: he approached the male and asked him to delete the video at which point the male in the burgundy shirt stood up and punched him in the jaw. [REDACTED BY AGENCY] stated he then picked up the male and slammed him to the ground but did not strike back. [REDACTED BY AGENCY] requested medical attention for jaw pain. I did not see any visible injury but [REDACTED BY AGENCY] stated he felt pain in his jaw area.

I requested EMS to the scene at approximately 6:01 PM for [REDACTED BY AGENCY] complaint of jaw pain. EMS arrived and evaluated [REDACTED BY AGENCY] finding no visible injuries to his jaw. EMS cleared [REDACTED BY AGENCY] at the scene without transport. [REDACTED BY AGENCY] guardian, [REDACTED], was contacted and made aware of the incident. He was contacted by cellphone using the number [REDACTED].

I obtained written statements from two witnesses. The first witness, a 16-year-old male named [REDACTED BY AGENCY] provided a written statement confirming that the male in the burgundy shirt punched [REDACTED BY AGENCY] in the face after being confronted about recording. The other witnesses only gave verbal accounts.

I made contact with three adult males near a burgundy vehicle. The men were Hispanic and appeared to be under the influence of alcohol. I identified the male in the burgundy shirt as Rene Santos, date of birth [REDACTED BY AGENCY]. Santos resides at [700 BLOCK] Patriots Point Street Locust Grove, GA. I observed Santos had glossy eyes and smelled heavily of an alcoholic beverage. I also identified the male in the gray shirt as Reinaldo Bautista, date of birth [REDACTED BY AGENCY], residing at [700 BLOCK] Patriots Point Street Locust Grove, GA. I observed Bautista had slurred speech, glossy red, bloodshot eyes, unsteady balance on his feet, and I detected a smell of an alcoholic beverage from his person. The third male in the black shirt was not involved in the physical altercation.

Santos was read his Miranda rights at approximately 5:54 PM. Santos acknowledged he understood his rights. Santos statement was translated usin the Axon body-worn camera. Santos stated he did not punch anybody and that [REDACTED BY AGENCY] had came over and body slammed him. Multiple witnesses confirmed Santos punched [REDACTED BY AGENCY] in the jaw, providing probable cause for arrest based on indications of intoxication and eyewitness accounts of the assault.

I placed Santos under arrest for disorderly conduct section E for initiating the fight and disorderly conduct section Q for public intoxication. I placed Bautista under arrest for disorderly conduct section Q for public intoxication. Handcuffs were placed to the rear, checked for fit, and double-locked. Both subjects were booked into the Henry County Jail.
