[NARRATIVE #1 on April 29, 2026]

On 04/29/2026 I Officer Pilgram responded to a call for assistance in the area of Atlanta St and Lawrenceville St which resides within the city limits of McDonough in reference to an intoxicated driver.

While in route to the location dispatch advised that the caller who was later identified as Investigator Alston with Clayton County DA Office stated a Brown/Gold Chevy Truck with the GA tag of [REDACTED] had been driving on the wrong side of the road and running multiple red lights. Investigator Alston continued to follow the vehicle in which she advised the vehicle turned into the subdivision of Charleston walk located off of HWY 81. The GA tag of [REDACTED] was ran VIA GCIC in which the registered owner Terence Steen and address of [300 BLOCK] Meeting St was given.

I Officer Pilgram and Officer Hildreth located the vehicle backed into the driveway of [300 BLOCK] Meeting St with the registered owner Mr. Terence Steen sleep behind the wheel of the Brown/Gold Chevy Silverado. I Officer Pilgram approached the driver side door and knocked on the window. Mr. Steen woke up and looked at me confused with blood shot and glossy eyes. Mr. Steen proceeded to open up the driver side door of the pickup truck in which the strong odor of an alcoholic beverage was smelled emitting off of Mr. Steen person.

Mr. Steen was advised that Investigator Alston had called emergency services due to his driving behavior. I Officer Pilgram then asked Mr. Steen where he was coming from in which he advised with slurred speech “Forest Park”. Mr. Steen advised he had been on his phone in his car parked in the driveway. I Officer Pilgram then asked Mr. Steen if he had been drinking in which replied with slurred speech that he had in fact been drinking, Steen was then asked what he had consumed in which he replied with slurred speech “Beer” of the brand Miller Lite, Steen was then asked how many drinks he consumed in which he replied with slurred speech “3 beers”.

Mr. Steen was then asked to provide his driver license in which he complied and responded with slurred speech “I’ve been sitting here for over 30 minutes”. While verifying his license a Henry county officer on scene felt the warmth of the car as if it had been recently on and asked why was the vehicle warm in which Mr. Steen advised he had the vehicle running. Mr. Steen was asked if he had been driving again In which he responded “Yes” but then stated “No”.

CAD notes were checked in reference to the time frame given by the investigator as to when Mr. Steen turned into the neighborhood. Mr. Steen was seen by the Investigator turning into the neighborhood at 22:29 Hours (10:30PM). Flock was cross referenced showing Mr. Steen’s Chevy Silverado at 22:29 Hours (10:30PM) at the intersection of HWY 81 and Travis Dr heading East Bound Corelating to witness statement. Mr. Steen was asked if he would be willing to conduct a field sobriety test in which he refused.

Mr. Steen was instructed to step out the vehicle in which he stumbled upon exiting the vehicle. Mr. Steen was placed into Cuffs in which were double locked to the rear and searched for any illegal weapons or drugs. A green in color OEM tools Knife was located in his left pocket of his sweatpants and secured to be placed into property/evidence. While in the back of Unit 29 Mr. Steen was read implied consent for both breathe and blood separately in which both were refused.

Investigator Alston was contacted VIA cellphone and was asked to provide a statement form in which Investigator Alston returned to the publix on HWY 81 and completed a statement form in it’s entirety.

Mr. Steen was transported to Henry County Jail and released to Henry County Jail staff with no issues.

[NARRATIVE #2 on April 29, 2026]

On April 29, 2026 at approximately 2227 hours, I, Ofc. M. Hildreth, was dispatched around the area of Lawrenceville Street and Atlanta Street for a backup for a Clayton County Officer, later identified as Michelle Alston, who was following a possible intoxicated driver who was committing multiple traffic infractions such as driving the wrong way on the wrong side of the road, running red lights, and swerving.

As the scene was rolling, communication from the 911 dispatcher showed both vehicles traveling East on Hwy 81 past the Dairy Queen as Ofc. Alston was attempting to follow him for safety purposes and to identify the truck to pass along to MPD officers. The next update was that the suspect vehicle, a Chevy Silverado bearing GA tag# [REDACTED], had turned left into the Charleston Walk neighborhood from Hwy 81E. Officer Alston advised the dispatchers that she was no longer following the vehicle, but the GCIC return on the truck indicated an address of [300 BLOCK] Meeting Street inside the Charleston Walk subdivision.

Upon arrival to Charleston Walk at about 2232 hours, I noticed Ofc. Pilgram pulled into the neighborhood just behind me and we canvassed the area for the vehicle separately. Ofc. Pilgram arrived to the vehicle/address shortly before I did explaining via radio to me that a male driver was inside.

When I pulled up to the address I observed the pickup truck was backed into the driveway at an angle. I observed the driver’s side door open and an older black in color male driver was conversing with Ofc. Pilgram. He was slurring his words. He was also very slow to respond. Ofc. Pilgram was able to obtain his license and identify the male. Anything the suspect was asked he was confused and jumbled his responses.

The male appeared to exhibit watery, glassy eyes. He lied about not driving the vehicle as he stated he had been sitting in his driveway for 30 minutes texting on his phone, but was just seen by the Clayton County officer on the roadway just a few minutes before hand. The engine of the truck was also still hot. He admitted to drinking around 3-4 beers.

Once Ofc. Pilgram made the DUI arrest, Ofc. Alston was contacted and agreed to meet with me at the Publix to provide a written witness statement concerning her observations so that Ofc. Pilgram could transport the male to the Henry County Jail. I met with Ofc. Alston and obtained the statement as evidence and went back into service later passing it along to Ofc. Pilgram for his report and to turn in as required.
