On September 19th, 2026, at approximately 7:12 PM, I responded to a disturbance at the Shell gas station located at 4663 Bill Gardner Parkway. Upon arrival, I observed Smith leaving the entrance of the store.
I made contact with Smith and directed her to speak with me. She appeared agitated and was speaking loudly about how white people were treated differently than black people at the location. A store employee, who identified himself as [WITNESS #1], approached and stated Smith had been at the location for three to four hours. He reported she was screaming, bothering customers, and asking customers for money. The employee stated he had asked Smith to leave the store multiple times, but she refused to leave. Other customers observed Smith yelling, bothering other customers, and not leaving when asked by the employee.
I requested identification from Smith. She stated she did not have identification on her but provided her name as Teshieka Smith. I ran her information through dispatch and received a return from South Carolina showing a suspended license.
During my contact with Smith, I asked if she had been drinking. Smith stated she had consumed one Four Loko at approximately 4:00 PM, then corrected herself and said she had consumed one and a half Four Lokos. I detected the smell of an alcoholic beverage coming from her person. Smith was not comprehending what was being said to her or asked of her. She repeatedly talked about a white man who had won $9,000 at the slot machines and was supposed to give her $100.
Based on Smith’s intoxicated state, her refusal to leave after being asked by the store employee, and her disruptive behavior of yelling and bothering other customers, I placed her under arrest for disorderly conduct. Smith was placed in handcuffs, checked for fit, and double locked. She asked for a chance and stated she would leave if told to do so. I asked if she had anything illegal on her person, and she stated no. I escorted Smith to my patrol vehicle. She continued to plead not to be arrested.
I placed Smith in the rear of my patrol vehicle at 7:24 PM. She repeatedly kicked the cage and continued pleading to be released. I transported Smith to Henry County Sheriffs Office, departing the scene at 7:38 PM with a starting mileage of 26520 and arriving at 7:49pm with an ending mileage of 26527. During transport, Smith continued to talk incoherently about needing money for a bus ticket home and about the man who was supposed to give her $100. Upon arrival at the jail, Smith had difficulty standing and required assistance exiting the vehicle.
Smith was given citations for disorderly conduct times two and issued a criminal trespass warning for 4663 Bill Gardner Parkway, the Shell gas station. The only property in Smith’s possession was a small amount of cash found in her bra. Smith was turned over to jail staff.
