On September 25th, 2026 at approximately 0821 hrs I, Ofc. Strom, was dispatched to [REDACTED BY AGENCY] in reference to a fight in progress. Before arriving on scene dispatch advised us that multiple people were fighting in the apartment complex, there was a knife involved, and one female was on the ground unresponsive suffering from possible [REDACTED BY AGENCY]. At that point we were authorized to go to the call with our emergency lights and sirens activated.
When I arrived on scene multiple other officers were also on scene. I was directed by Lt. Rozier to go and speak with witnesses to obtain some kind of narrative of what happened. I first spoke with Ms. [WITNESS #1]. She resides in [REDACTED BY AGENCY] and she was initially behind her apartment with her dogs when the fight broke out. [WITNESS #1] explained that she could hear people shouting out front so she walked around to the front. She could see an older black male, later identified as Mr. Jessie Brown, yelling at two women. At one point she saw Jessie reach in his vehicle and pull out a large stick. He then began swinging it toward both of the women and yelled that he was going to kill both of them.
She then described seeing the women who was currently on the ground; later identified as Ms. April Brown, come running out of an apartment. April eventually made contact with Jessie and the other two women. She began punching one of the females numerous times in her face and grabbed the other female away from Jessie. [WITNESS #1] stated that they all began fighting and it was a blur so she called the police.
I then went and spoke with one of the female victims, Ms. [VICTIM #1]. It was obvious that [VICTIM #1] was involved due to the several injuries to her face, redness around her face and neck, as well as her swollen left hand and thumb. She stated that she and the other involved female victim, Ms. [VICTIM #2], were coworkers at a Rent-A-Center store in town. [VICTIM #2] had come over to [VICTIM #1]’s apartment to drop off an iPad needed at another store. They met each other in the parking lot near apartment [REDACTED BY AGENCY].
The were both in their vehicles and pulled up with each car’s drivers side facing each other. While they were speaking Jessie came outside and got in his car. The way that [VICTIM #1] and [VICTIM #2] had their cars parked, he was unable to pass by. Both [VICTIM #1] and [VICTIM #2] saw this and moved their vehicles so Jessie could get by. Once Jessie got by he pulled up just a little bit further, turned his car in such a way to block their vehicles in, and got out of his car to approach [VICTIM #1] and [VICTIM #2].
He was irate and yelling obscenities at them. Both [VICTIM #1] and [VICTIM #2] yelled back and tried to tell Jessie to get back in his car, but he refused. He went back in his vehicle, pulled out a large broken off broom stick, and began swinging it at them. He then started yelling at them that he was going to kill them. It was unclear exactly when [VICTIM #1] and [VICTIM #2] got out of their cars but Jessie approached them and began striking them both with the broom stick.
At one point Jessie was able to put [VICTIM #2] in a chokehold. While trying to get Jessie off of [VICTIM #2], Jessie struck the top of [VICTIM #1]’s left hand with the broom stick. This caused immediate pain, swelling, and temporary loss of the use of her left thumb. [VICTIM #1] then advised that a large female, who she identified as Jessie’s daughter, came running toward her. She began striking [VICTIM #1] several times with closed fists and even ripped out a large chunk of [VICTIM #1]’s hair as well. [VICTIM #1] also remembered hearing Jessie yell at April to go get his gun from their apartment. Eventually they all separated once several onlookers got involved.
While getting [VICTIM #1]’s statement April abruptly got up off the ground and ran toward her apartment, [REDACTED]. Several of us gave chase but she was able to get inside her apartment and secured the front door. We attempted contact several times but had negative contact at the front door. I went around the back door and stood by with it because it was unlocked. Numerous officers were at the front door and were able to get it unlocked via Jessie’s keys. Those officers attempted contact with a bedroom that had a locked door. They could hear April inside but she was not responding to their commands or questions. Out of fear for her safety after having just suffered from a [REDACTED BY AGENCY].
Lt. Bish advised that they were going to force entry into the room. Ofc. Houck was able to force the door open and she and Ofc. Morell made contact with April on her bed. She began throwing numerous random objects at them and even threw a cup of ice and liquid at Ofc. Houck. At that point Ofc. Morell and Ofc. Houck began trying to place April in custody. She continuously pulled away from them both and even kicked Ofc. Morell in the groin. When they were finally able to place her in custody, I assisted with dragging April out of the room and getting her loaded into the ambulance for evaluation.
After getting April secured I made the decision to go ahead and place Jessie in custody. He was handcuffed, placed in the back of Ofc. Domanski’s patrol vehicle, and transported to headquarters for processing.
Before leaving the scene I made contact with [VICTIM #2] while she was being evaluated by EMS. I could already see that she had been brutally attacked because there were numerous apparent injuries across her chest, face, and neck. She provided a similar statement as [VICTIM #1] did, except she explained that when she saw Jessie swinging the broom stick at them she advised him that she had a knife.
Once Jessie got closer she confirmed that she did pull the knife out, but advised she never used it intentionally against Jessie that she knew. She also confirmed that Jessie did in fact put her in a chokehold at some point which was evident from the marks around her neck. Lt. Bish was able to take numerous photos of the scene, and the injuries sustained by everyone. Those pictures will be attached to this report in RMS as evidence.
The final individual I spoke with was another witness, Mr. [WITNESS #2]. He advised that he is a maintenance man for the property and before the 911 call was made he overheard yelling near [REDACTED BY AGENCY]. He went over to where Jessie, [VICTIM #1], and [VICTIM #2] were at and saw the fight start up. He confirmed the same accounts as [VICTIM #1] and [VICTIM #2] had made. However, he was able to advise that while Jessie had [VICTIM #2] in a chokehold he could see [VICTIM #2] with the knife in her hand.
[WITNESS #2] confirmed that [VICTIM #2] never intentionally cut Jessie, but instead while she was trying to get out of the chokehold; Jessie’s hand came across the knife that [VICTIM #2] was holding and that’s how his hand got sliced open. He advised that [VICTIM #2] probably never even realized Jessie’s hand had been cut open.
After gathering all of the statements I could, I followed Ofc. Domanski to headquarters to assist with processing Jessie. Ofc. Morell followed the ambulance to the hospital and sat with April until the staff on site [REDACTED BY AGENCY] her. Once that was signed she was released into their care pending charges. Later on that day I signed warrants on Jessie Brown for Aggravated Battery, two counts of Aggravated Assault, and two counts of felony Terroristic Threats. I also signed warrants on Ms. April Brown for Battery, Simple Battery, and felony Obstruction. I attempted to take April into custody later on in the shift, however I found out she had left once the hospital lifted [REDACTED BY AGENCY].
On September 26th, 2026 at approximately 1315 hrs, myself and Ofc. Morell, went back to April and Jessie’s residence. We were able to make contact with April and take her into custody on her charges. Ofc. Morell transported her to headquarters for processing.
Multiple other officers on scene were able to obtain other individuals statements about the incident, see their supplements for further in reference to this case.
