On 07/21/2026 at 1003 hours, I, Ofc. McLeod, responded to [400 BLOCK] Westcliff Cir, Apt. [REDACTED], in reference to a domestic.
Upon arriving on scene, I met with Mr. Arthur Mccarthy. He stated him and his niece, Ms. [VICTIM #1], got into an argument because he would not go somewhere with her. He stated she had started attacking him, but did not specify how. Mr. Mccarthy did have visible scratches on his person. Photos were taken of his injuries and will be attached to this report.
I then spoke to Ms. [VICTIM #1]. She stated her and Mr. Mccarthy had a verbal argument that turned physical. She stated the argument started because their power had gone out in the apartment. She stated they did not have the funds to have it turned back on. She attempted to convince Mr. Mccarthy to go with her to do Doordash orders and other odd jobs in order to make money to pay for power. She stated this conversation turned into an argument.
She stated during this argument, she had got into Mr. Mccarthy’s face and was yelling while he was yelling. She stated Mr. Mccarthy then wrapped his right arm around her neck, choking her. She stated while Mr. Mccarthy was holding her by her neck, she started scratching at Mr. Mccarthy in an attempt to get him off of her. She stated she did lose consciousness while being choked. She stated after she awoke, she told Mr. Mccarthy to leave the residence and put his belongings into the kitchen by the front door.
I then spoke to Ofc. Opitz who was speaking further with Mr. Mccarthy while I was inside with Ms. [VICTIM #1]. Ofc. Opitz informed me that Mr. Mccarthy stated he “Put her to sleep” during the altercation.
Based on the statements made on scene, Mr. Mccarthy was placed into custody. It was determined that Mr. Mccarthy was the predominant aggressor. Since the two live together, and because Mr. Mccarthy is Ms. [VICTIM #1] uncle, this is a family violence case. Mr. Mccarthy is being charged with Aggravated Assault family violence.
I will be signing a warrant on Mr. Mccarthy for the Aggravated Assault on the next available date. Ms. [VICTIM #1] was issued a copy of the case number and advised how to obtain a copy of this report.
