Officer’s Narrative:

On 09/24/2026 I, OFC Mullis and OFC Jump were dispatched to [REDACTED BY AGENCY] at 0355 hours in reference to a reported hostage situation. Upon arrival, we made contact with Billy Denson.

Mr. Denson advised that there was no one being held hostage. Mr. Denson advised that he had been staying at [REDACTED BY AGENCY] for a couple of weeks. Mr. Denson advised that on 09/23/2026, [REDACTED BY AGENCY] had been dancing on a stripper pole located in the back shed on the residence with a few people over. Mr. Denson advised that they had been drinking and that they were all “a little tipsy.”

Mr. Denson advised that toward the end of the night, he went into the shed to go to sleep and stated that he had been sleeping in the shed. Mr. Denson advised that [REDACTED BY AGENCY] came into the shed where he was trying to sleep and tried to get Mr. Denson to have sex with her. Mr. Denson advised that he refused to have sex with her because he thought of [REDACTED BY AGENCY] as a sister. He advised while they were sleeping she kept backing her buttocks toward his hand, but he repeatedly stated nothing happened.

I then went to interview [REDACTED BY AGENCY] who also lives at [REDACTED BY AGENCY]. [REDACTED BY AGENCY] advised that she had been dancing on the stripper pole for a couple of hours. She advised that Mr. Denson walked into the shed where she was dancing. She advised that after Mr. Denson walked into the shed, she only danced for a couple more songs. [REDACTED BY AGENCY] advised that while she was dancing on the stripper pole after Mr. Denson came into the she had been receiving texts from him.

[REDACTED BY AGENCY] then showed me the texts that were sent to her. The first text that was showed to me was sent at 0432 hours said “Scary Cat” then followed by two more text messages that stated “It’s only fair if I get to tease you back”, and “you gotta let me just this once with your hair just like that.”

[REDACTED BY AGENCY] advised that after she danced on the pole for a couple more songs, she went to the couch and sat down and stated to Mr. Denson that she was tired. [REDACTED BY AGENCY] advised that Mr. Denson then tried to her to have sex with him to which she said no. [REDACTED BY AGENCY] then advised that after she had said no to Mr. Denson, she received another text. The text was at 0457 hours and stated “Damn I hate you want let.e do it.” [REDACTED BY AGENCY] then advised that she went to sleep on the couch and woke up a couple hours later and [REDACTED BY AGENCY].

I then went back to interview Mr. Denson again after talking to [REDACTED BY AGENCY]. Mr. Denson advised that that he was sitting on the couch playing games on his phone. [REDACTED BY AGENCY] was on the stripper pole dancing at this time. Mr. Denson then advised that [REDACTED BY AGENCY] had pulled her hair down and was looking at him. Mr. Denson stated that [REDACTED BY AGENCY] was teasing him because “she knows how much he is into hair.”

Mr. Denson then advised that after [REDACTED BY AGENCY] finished dancing on the pole that she came over to the couch and laid on her left side. Mr. Denson then advised that he tried to get [REDACTED BY AGENCY] to have sex with her to which she said no. Mr. Denson told [REDACTED BY AGENCY] that her boyfriend was not having sex with her. Mr. Denson also stated to [REDACTED BY AGENCY] that since she was not getting it, he should give it to her.

Mr. Denson advised that she backed up her butt and thighs onto his lap and he started rubbing her thighs. Mr. Denson also advised that [REDACTED BY AGENCY] was “riding his fingers.” Due to inconsistencies, OFC Jump aksed if he could explain how his fingers were in a position where they could be ridden if he was sitting upright on the couch and she was laying on her side. Mr. Denson then advised that he had his hand between [REDACTED BY AGENCY] thighs rubbing her thighs. Mr. Denson advised that there was no penetration of the vag*na. Mr. Denson advised that during this time, [REDACTED BY AGENCY] was not asleep and was intentionally backing up to his hands in spite of her previous refusal.

OFC Jump interviewed [WITNESS #1] who was on scene at the time of the incident. Mr. [WITNESS #1] advised that he saw Mr. Denson laying on one side of the couch and [REDACTED BY AGENCY] curled up asleep on the other end with about one foot of space between them. Mr. [WITNESS #1] asked Mr. Denson if she needed to be brought to bed and Mr. Denson said “no, she’s fine where she is.” Mr. [WITNESS #1] advised he did not witness any further as he left after that interaction.

Due to the statements made by Mr. Denson indicating that [REDACTED BY AGENCY] asserted her lack of consent prior to his physical contact with the inside of [REDACTED BY AGENCY]’s thighs, I arrested Mr. Denson for sexual battery and placed him into custody. I will be seeking warrants for sexual battery.
