On 8/23/26 at 1800 hours, I, Ofc. Jump, was dispatched to [100 BLOCK] Corinth Street in reference to cruelty to animals. When I arrived on scene, I made contact with the offender, Brooks Ussery.
I advised Mr. Ussery why I was on scene in reference to performing a welfare check on the animals at the residence. Mr. Ussery then explained his fiance, [REDACTED], was arrested on 8/17/26. He advised the animals at the residence were left in his care. He advised on 8/19/26 the power was shut off at the residence. He advised he has been keeping the 3 dogs in the residence with food and water and letting them out each day to use the bathroom and get water. He advised this date, at approximately 1730 hours, he let the dogs outside to cool off and one of the dogs began siezing and died from the heat.
There were no open windows in the residence to provide proper ventilation. The power in the residence had been disconnected for approximately 4 days. The dogs were kept in a room with no air conditioning or ventilation which lead to the death of the dog by heat related causes. The 2 living dogs also appeared to be in distress, breathing heavily and gasping for air.
Due to Mr. Ussery taking responsibility for the animals when Ms. [REDACTED] was arrested, and failing to provide adequate ventilation to prevent suffering and death to the animals, he was placed into custody for 3 counts of cruelty to animals. Mr. Ussery was transported to the Warner Robins Police Department for processing on these charges and the dogs were turned over to animal control.
At 2120 hours this date, I was called back to the residence by Ms. [REDACTED]’s daughter, [WITNESS #1]. Ms. [WITNESS #1] advised there were also cats inside the residence, 9 in total, with one suffering the effects of heat related distress.
When I arrived on scene, I made contact with Ms. [WITNESS #1] at the front of the residence. She advised the conditions inside the residence were dangerous for the animals and requested animal control collect the animals. She advised the cats were locked in one room and the dogs were locked in another during the day with no air or ventilation. She then showed me the individual rooms. The room where the cats were contained was covered in urine and fecal matter. One of the cats was lethargic and gasping for air.
The room where the dogs were contained had three crates with used bathroom pads under the crates. There was also no airflow in this room.
In another room in the residence, I observed a squirrel in a cage as I was walking past. Animal control was notified again, and responded to the residence to collect the animals.
The inside of the residence was approximately 10 degrees warmer than the outside temperature with no airflow in the residence.
I will be signing warrants on Mr. Ussery for the 3 original counts of cruelty to animals as well as 10 additional counts for the 9 cats and the squirrel.
