On, Friday, June 27th, 2025, I Deputy Ramsey of the Houston County Sheriff’s Office Patrol Division was in full uniform with all badges and devices properly displayed. I was in my marked patrol vehicle (883)
At approximately 0439 hours, I was dispatched to the I-75 North, Mile Marker 139 for a hit and run collision.
I arrived on scene at approximately 0444 hours and made contact with [VICTIM #1]. [VICTIM #1] told me his 2024 White Jeep Grand Cherokee/ Ga Tag: [REDACTED] was struck by a vehicle while he left it unattended on the right shoulder. [VICTIM #1] said he had to walk to Buccee’s which is at the Russell Pkwy exit to get a gas can for his vehicle.
[VICTIM #1] said on the way back from walking he noticed an 18-wheeler disabled on the shoulder with is passenger side rear tires on fire. At the time [VICTIM #1] did not think anything of it until he returned and seen the damage to his vehicle. I observed the damages to [VICTIM #1]’s vehicle and noticed the driver side rear tire was flat.
I observed extensive damages traveling along the driver side of the vehicle. The vehicle had sustained deep gashes to the rear quarter panel and the driver passenger side door. The damages continued along the frame of the vehicle with deep black marks as though a tire scrubbed against the frame of the vehicle. The vehicles driver side mirror was missing, and the driver side tire was ripped from the axel. The driver side window was cracked, and the front bumper was dislodged.
Viewing the damage to the vehicle, I believed a normal size motor vehicle would not have been able to inflict this amount of damage to [VICTIM #1]’s vehicle without becoming disabled as well at the scene. I determined the height of the tire paint trade almost entirely covered the frame of the door. Based on my observations and [VICTIM #1]’s statement of seeing an 18-wheeler disabled North of the incident location, I find it probable to believe the 18-wheeler caused this collision.
I radioed to 911-dispatch if anyone driving an 18-wheeler reported a collision with another vehicle and I was advised no calls were placed in the last two hours.
I radioed to Deputy Davis to respond to the vehicle at the I-75 North, Mile Marker 144 to investigate the driver.
I gave [VICTIM #1] a case card to this incident and his vehicle was towed by Road Runner Towing.
Shortly after, I arrived on scene and began my investigation. I began to observe the damages to the White Volvo Cab/ FL Tag: [REDACTED] and did not observe any damages. I continued my investigation viewing the damages on the Fona Trailer/ FL Tag: [REDACTED]. I observed the main damage was to the passenger side rear tires and axel. On both tires, the lug nuts were completely snapped and seared from the axel. The inner wheel-well had multiple gashes and the metal appeared to be shaved down as though they were rubbing against another object while in motion. I could also see a white paint transfer on one of the wheels which most likely was the wheel which made contact with [VICTIM #1]’s vehicle.
Based on my observations of the physical damage to the and circumstances I find this vehicle was the cause of the collision with [VICTIM #1]’s vehicle.
I began my interview with the driver (Offender) Dieguez-Jorge Yaniel. I asked Dieguez multiple times what happened with his vehicle and each time he told me he doesn’t know. I asked Dieguez did he hit another vehicle, and he said no.
At this point I placed Dieguez into custody. I placed my handcuffs onto Dieguez ensuring they were properly fitted and double locked. I searched Dieguez incident to arrest and discovered no illegal items on his person.
I secured Dieguez into the back of my patrol car and transported him to the Houston County Sheriff’s Office Detention Center where he was accepted into the facility with no issues.
I issued Dieguez two Uniform Traffic Citations (UTC) for violations of:
O.C.G.A. 40-6-270- Hit and Run
O.C.G.A. 40-6-48- Failure to maintain lane
Dieguez’s cab and trailer was towed by Warner Robins Towing.
