On 07/01/2025, at 0218 hours, I, Deputy Krauter of the Houston County Sheriff’s Office (HCSO) was dispatched to the intersection of Watson Blvd/ S. Pleasant Hill Rd, in reference to a Traffic Accident (Refer to Accident Report) involving a Warner Robins Police Department (WRPD) patrol vehicle. I arrived on scene, made contact with the offender, driver #1, Donovan Velazquez . He was interviewed and advised the following:

He was traveling westbound in vehicle #1, a White Hyundai Elantra (Ga. tag [REDACTED BY AGENCY]) on Watson Blvd and was approaching the intersection of Watson Blvd/ S. Pleasant Hill Rd. While approaching the intersection, he admitted to traveling between approximately 60-70 mph in the right hand lane. When he got closer to the intersection, he swerved left and struck vehicle #2, a Ford Explorer (Ga. tag [REDACTED BY AGENCY]). He then continued westbound past the intersection a short distance because he was in a hurry to get back to his friends house.

While interviewing Donovan, I detected the odor of an alcoholic beverage coming from his person. I asked what kind of alcoholic beverage he had consumed and he advised he consumed a corona, and jack daniels type drink. Also while speaking to Donovan, his speech was impaired and slurred. He also acted disoriented and spaced out.

I made contact with victim #2, driver #2, [VICTIM #1] of the WRPD. He was interviewed and advised the following:

He was westbound on Watson Blvd in the left turn lane and had been stopped for the redlight that was westbound traffic. The light turned green and before he was able to enter the intersection, his vehicle was struck in the right back bumper area by vehicle #1.

Due to Donovan’s possibly suffering from a head injury I was not able to perform Standardized Field Sobriety Test (SFST). Prior to Donovan being transfered to Houston Medical Center (Emory Hospital), I read Donovan implied consent for person(s) under the age of 21 and requested a sample of Donovan’s blood he agreed to provide a sample of his blood.

I arrived at the Hospital, and at approximately 0406 hours, two vials of blood were drawn from Donovan’s left hand using a butterfly needle by Phlebotomist [REDACTED]. The samples of blood were secured and sealed in the GBI Blood Kit and then transfered to the HCSO Northend evidence refrigerator.

I will be seeking Criminal Arrest Warrants against Donovan for the following:

  1. Speeding
  2. Too Fast For Conditions
  3. Reckless Driving
  4. DUI Alcohol.
  5. Hit and Run; Duty of Driver To Stop at or return to Scene of Accident with injury or damage.
  6. Failure To Maintain Lane.
