On 08.13.26 at 0422 hours I, Ofc. Hawkins was dispatched to [REDACTED]. in reference to a person in crisis. Upon arriving on scene I came in contact with [VICTIM #1], and [WITNESS #1].

Ms. [VICTIM #1] advised her daughter, Jaelyn Lackey, was in the residence banging on doors and damaging items. I asked if I could go inside and speak to Jaelyn, but she advised the doors was locked and no one could get in. She stated the front door had a keypad lock but she couldn’t remember the code.

While on scene I could hear Jaelyn banging on doors inside of the home and immediately attempted to make contact with her. After multiple attempts Jaelyn did not come to either door I knocked on. Due to the situation I contact a supervisor and advised him we may have to force entry because no one had access to the residence. While waiting on a supervisor to come on scene Jaelyn exited the residence yelling at her mother Ms. [VICTIM #1]. I attempted to get Jaelyn’s side of the story but she would constantly speak about past events that occurred in another state.

I attempted to get Jaelyn to tell me what happened a few more times before I went over to speak with her sister [WITNESS #1]. [WITNESS #1] advised Jaelyn attacked Ms. [VICTIM #1] first, which is why they took Jaelyn’s baby from her. She stated when she got home from work around 0200 hours she heard Jaelyn’s baby crying. She stated at the time she asked to take the baby to help and there was no issue. She stated when she took the baby to Ms. [VICTIM #1]’s room to change his diaper, Jaelyn came in starting an argument.

[WITNESS #1] stated Jaelyn and Ms. [VICTIM #1] had a few words before Jaelyn attacked Ms. [VICTIM #1]. She stated she didn’t see if Jaelyn struck Ms. [VICTIM #1] or not. She stated after the first altercation, she gave Jaelyn’s baby back to her and was about to leave the room. She stated as Jaelyn was about to leave the room she was trying to slam the door, but Ms. [VICTIM #1] stopped it because her son was standing in the door way. She stated Jaelyn started arguing with Ms. [VICTIM #1] again with her baby in her arms. She stated at some point Jaelyn attacked Ms. [VICTIM #1] again with her baby in her arms and she took Jaelyn’s baby from her.

[WITNESS #1] stated after they took Jaelyn’s baby from her, they went outside to call 911. She stated the door locked behind them and Jaelyn did come unlock the door. I then attempted to speak with Ms. [VICTIM #1], but she was not willing to speak to me about anything that happened. I was advised by other officers on scene that Ms. [VICTIM #1] had a visible injury under her right eye from being attacked by Jaelyn. I was also advised there was a necklace that was damaged during the incident.

Due to the physical evidence and statements, Jaelyn was taken into custody and turned over to booking for processing. Photos of Ms. [VICTIM #1]s injury and damaged necklace was taken and will be added to RMS.
