On 08/27/26, I, Cpl Kelley of the Houston County Sheriff’s Office (HCSO) Criminal Investigations Division (CID) met with victim, [VICTIM #1], in reference to a violation of a restraining order that occurred last date.

I was familiar with her situation from a previous report I did for her a month prior, 26-15591, where her daughter had harassed her by calling in welfare checks. [VICTIM #1] daughter, Mackenzie Randle, lost custody of her children, [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. [VICTIM #1] was deemed most appropriate to foster the children, so she has had custody of them since December 2025. When [VICTIM #1] came in last time, she was under the impression she already had a restraining order from Juvenile Court.

Once I met with the DFCS case worker, it was discovered as part of the preliminary protective hearing paperwork, Randle was not allowed any “parenting time” which to DFCS means no contact. Once the confusion was cleared up, the DFCS worker said she would assist [VICTIM #1] in obtaining a formal restraining order.

[VICTIM #1] did obtain a restraining order through Juvenile Court of Houston County, and she provided me a copy. The paperwork shows the protected parties as [VICTIM #1] and her grandkids. Randle is ordered not to have any contact, direct or indirect or through any other means. It is further ordered that Randle is not to make any further attempts to have any law enforcement agency perform welfare checks at any location the children could be found. The order was signed by Judge Monica Wilburn on 08/18/26.

[VICTIM #1] stated she was told that Randle was served with a copy of the restraining order on Monday, 08/24/26. [VICTIM #1] then received a phone call from a patrol deputy late last night asking if she was okay since Randle called in a welfare check. [VICTIM #1] told them she was fine.

I had already contacted dispatch from the previous incident and asked them to add an alert to the residence since Randle was calling in welfare checks for no reason. I asked if they could add to the premises to attempt contact with [VICTIM #1] by phone first since the children are young and don’t need law enforcement knocking on the doors at any hour potentially waking them up.

I provided [VICTIM #1] a case number and advised how to obtain a copy of the report. I also advised her I would be seeking warrants for Aggravated Stalking on Randle next available date.
