On 07/22/2026 I, Ofc Taylor, was patrolling the area of Johns Rd when I heard several gunshots in close proximity to my patrol vehicle.

As a scanned the immediate area for possible shooters I saw a white in color vehicle pulled to side of the road in front of [200 BLOCK] Johns Rd. As I approached that vehicle with my patrol vehicle 2 male subjects exited the passenger side of the vehicle and began running east through the yard of [200 BLOCK] Johns Rd. One subject was last seen wearing light pants and a black in color hooded sweatshirt or jacket. I am unable to recall what the other subject was wearing at the time he exited the vehicle.

As I was updating central dispatch to my location and nature of the call, the driver of the white vehicle exited and began to walk south on Johns Rd. I then drew my service weapon and gave him loud verbal commands to lay on the ground and place his hands to the side. The subject, later identified as Tyrone Davis, complied and I was able to detain him in handcuffs while awaiting back up units to arrive on scene.

While dealing with Mr. Davis I realized that I did not have my body worn camera on my vest and it was not activated. Due to the rapid evolution of events I had forgot to don my camera, which was stored in its charging dock in my patrol vehicle. It would also not have been prudent or safe for me to delay addressing the immediate threat that was presented to me in this situation. After handing Mr. Davis off to a backup unit I went to my patrol vehicle to retrieve my body camera. As I did, a subject identified as [VICTIM #1] got my attention from the yard of [200 BLOCK] Johns Rd and stated he had been shot. I then went to check on Mr. [VICTIM #1].

Mr. [VICTIM #1] had blood running down his neck from the back of his head. I instructed him to sit down and asked him what happened. He stated that the white car attempted to cut him off as he was driving on Johns Rd, and when he went around the vehicle the subjects inside began shooting at him. Mr. [VICTIM #1] was then turned over to the care of EMS and fire personnel.

Mr. [VICTIM #1]’s vehicle had multiple bullet holes in the rear bumper, trunk, and back windshield.

A supervisor then arrived on scene. I briefed them on the events leading to this moment and at time the on call investigator was called to the scene. During this time I did observed 2 AK-47 style rifles in the back seat of Mr. Davis’ vehicle. I remained on scene until the scene was released by the investigator. At that time a wrecker was called to the scene and Mr. Davis’ and Mr. [VICTIM #1]’s vehicles were towed to the station and placed into property as evidence.
