On 11/3/2024, Cpl Crenshaw and I Ofc Washburn responded Code One to [200 BLOCK] Oak St in reference to a domestic dispute in progress.
Upon arriving, Mr. Scott Mcalister was yelling and very irate. We could hear him from the patrol car with all the windows up. Once exiting the car, he was heard using explicit language. His demeanor was aggressive and rigid and his eyes were wide open. He made it clear that he wanted “p*ss” us off in order for us take him to prison. He would not stop screaming the word “fu*k” towards others on scene. He yelled towards the residenence of [200 BLOCK] Oak St that he was going to gain 300 pounds to “double jeopardy” the dad and boyfriend. He was yelling at Cpl Crenshaw to lock him up and said he threw his mom’s phone on the roof. Cpl Crenshaw attempted to talk to him but he just continued yelling and screaming towards us and those that were present on scene. Moments after we arrived, Sgt Branning arrived on scene. While Cpl Crenshaw and Sgt Branning were speaking with Mr. Mcalister, I went accross the street to speak with the residents of [200 BLOCK] Oak St as they were standing outside.
The residents I spoke with was Ms. [WITNESS #1] and Ms. [WITNESS #2]. The two explained that Mr. Mcalister was yelling and threatening Mr. [VICTIM #1]. They expressed that he has been a reoccuring problem. I advised them that they may want to go inside while we handle the situation. I did this because I was not sure what he planned on doing and did not want them possibly getting hurt by Mr. Mcalister’s actions.
I then walked back over to [200 BLOCK] Oak St where Mr. Mcalister asked me why I went over to [200 BLOCK] Oak St. I explained to him that I was asking them what was going on. At that time he stepped up to me aggressively leading Cpl Crenshaw and Sgt Branning to detain him. Once he was detained he referenced back to becoming 300 pounds in order to be a problem for law enforcement. He continued screaming and using explicit language so he was placed in Ofc Edwards patrol car. Due to his disorderly conduct, he was then arrested and transported to the jail by Mr. Edwards. Mr. McAlister was cuffed behind his back. The cuffs were checked for fit and doubled locked.
After Mr. Mcalister started being transported to the jail, we spoke with Ms. [VICTIM #2] and Mr. [VICTIM #1]. Ms. [VICTIM #2] said that Mr. Mcalister had snatched her phone from her hand and when she said to give it back, he threw the phone onto the roof of the house where she would not be able to reach it. He also placed his hand on her shoulder firmly to cause her to be fearful of him. Mr. [VICTIM #1] and Ms. [VICTIM #2] both stated that Mr. Mcalister aggressively approached the both of them causing them to both fear that he was going to hurt them. They stated they would not be able to defend themselves if something did happen because of their age and health conditions.
The two explained that he has been getting more aggressive and has escalated to breaking a door in the home at one point. They fear that he will hurt them because he continues to act on his aggressive impulses towards them. They also added that his drinking is a factor and that he had been drinking when the incident started. This was confirmed by Sgt Branning who could smell the odor of an alcoholic beverage on him while interacting with him. His parents said that he had been vaping and when we took a look at the vape and the vape’s packaging, it was marked as a THC vape.
We explained that he is going to jail. We also explained that there can be request made towards his bond, if he gets granted one, with rules that can protect them. I continued by explaining that a victim notification sheet would be filled out to alert them if the status on Mr. Mcalister would change. They asked what happens with bond. I said that the judge would decide if he is granted a bond or not and if he that someone would have to pay it for him to get out. They continued by asking what would happen if the bond is not paid. I told them that he would not be allowed out of jail until someone paid the bond that was posted. This means that if no one pays it that he would stay in jail.
Before leaving the scene, Cpl Crenshaw helped Ms. [VICTIM #2] retrieve her phone from the roof.
We also spoke to the residence of [200 BLOCK] Oak St who stated they want Mr. Mcalister trespassed from their property indefinitely.
This was documented with dispatch.
