On Sunday, June 7, 2026 at 5:31 pm Jones County Sheriff’s Office received a call about a physical domestic dispute occuring on the roadside of Hwy 18 E near the intersection of Hwy 49. An off-duty Twiggs County Deputy Sheriff stopped and intervened.

I located the scene on Hwy 18 E at the end of the driveway to [REDACTED] arriving at 5:36 pm. Twiggs County Deputy Austin Turner was kneeling next to a black male, Arthur Walker, laying on his side with his arms behind his back. His shirt was dirty, torn to pieces, bloody and barely hanging on. His lip was bloodied. Judging by his appearance, he looked to have been in a fight. He was not in handcuffs, Deputy Turner simply had control of his arms. We helped Mr Walker up. Trusting that Deputy Turner acted for a reason I put Mr Walker in hand cuffs and escorted him to the backseat of my patrol car.

Seeing as Mr Walker was handcuffed and about to be locked in the back seat of my car, I went ahead and advised him of his miranda rights. He agreed to speak with me. He reported that he and Lukatie Fuqua were arguing while going down the road. She was driving he was in the passenger seat. Mrs Fuqua hit him and bit him on the lip. They pulled over at this spot and the arguement continued. He initially denied hitting Mrs Fuqua, although later he admitted that he did hit her.

I spoke with Lukatie Fuqua multiple times. She didn’t provide much of an explanation and basically denied that anything happened. She noted several times that they did not call for law enforcement. She admitted to this being just an arguement and that everything was ok. According to her they pulled over to look for her engagement ring but wouldn’t say how the ring ended up here other than somehow it got slung oiff.

Her shirt was dirty and had bloodstains all over it. She did not have on any shoes. She had a swollen knot above her left eye. Just like Mr Walker, Mrs Fuqua looked like she had been in a fight. Her explanation for her appearance was that she was wearing slides and that I needed to look at the ground. She was possibly implying that she fell I suspect, but never clarified that.

Three witnesses were present. [WITNESS #1] and [WITNESS #2] were traveling together. They were the first to stop. Both reported that they saw Mr Walker and Mrs Fuqua on the ground outside of the car. Mr Walker was on top of Mrs Fuqua. He punched her several times. Deputy Turner arrived next. He also saw Mr Walker punch Mrs Fuqua one time. The witnesses intervened and broke up the fight until I arrived. Mrs Fuqua discounted all three witnesses. According to her she was actually on top of Mr Walker, who was trying to tell her something. According to Mrs Fuqua none of the witnesses saw anybody get hit.

Both Mr Walker and Mrs Fuqua had been drinking alcoholic beverages. Both had an odor of alcoholic beverage on their breath and coming from their person. Only Mr Walker admitted to drinking. Mrs Fuqua did not admit to drinking any alcoholic beverage.

In the back seat of the car they pulled over in, a 2020 red Toyota Camry which was registered to Mrs Fuqua, was Mrs Fuqua’s seven year old daughter. The child witnessed the entire ordeal take place.

Taking into account what both Mr Walker and Mrs Fuqua told me, their appearance, the physical marks and the statements of the witnesses I decided to charge both Mr Walker and Mrs Fuqua with simple battery family violence and third degree cruelty to children. Both Mr Walker and Fuqua were aware the seven year old was with them in the vehicle.

Deputy T. Morgan transported Mrs Fuqua to the jail. Lt. Walker transported Mr Walker to the jail. Cpl Morris took the child to the office to await a family member or DFACS to take custody of the child. Prior to placing Mrs Fuqua in handcuffs I asked her several times to call the closest person she could to come pick up her child. She only wanted to argue about. At that time I had dispatch notify the on call DFCS case worker of the situation. At the jail Mrs Fuqua did finally call the childs grandmother. The childs older brother, [REDACTED] age 21, picked her up at the sheriff’s office at about 9:15 pm.

Next list wrecker, Stan’s Towing, came to pick up Mrs Fuquas red Toyota Camry. I completed an inventory of the vehicle during which an open, half empty bottle of seagrams gin was found in the passenger floorboard. A half empty, still cool to the touch, tall can of colt 45 malt liquor was in the backseat cup holder where the child was sitting.

As far as Mr Walkers and Mrs Fuquas relationship status, both acknowledge they are engaged. I asked Mr Walker if they live together? He answered “not all of the time.” He does not have a child with Mrs Fuqua.

I obtained warrants charging both with simple battery family violence and third degree cruelty to children. Mr Walker also had an outstanding probation violation warrant in Americus, Ga.
