On 08/07/2026, I, Deputy Steib, was dispatched to 512 Highway 49, Mattie Wells Elementary School, in reference to a request for a deputy.
Upon arrival, I spoke with [WITNESS #1]. [WITNESS #1] stated that a Black male had arrived at the school attempting to pick up a student whom he identified as his nephew. The male stated that he was the student’s uncle. [WITNESS #1] stated that the male attempted to enter the school but was refused entry by school personnel. [WITNESS #1] stated that the male then shook his hand and left the school.
[WITNESS #1] stated that he believed the incident was over; however, parents subsequently began complaining about the male being in the parking lot near the hill exit and urinating while students were being dismissed from school. I asked [WITNESS #1] if the male was listed as an authorized person to pick up the student, and [WITNESS #1] advised that the male was not on the student’s pickup list.
I asked [WITNESS #1] for a description of the male. [WITNESS #1] described him as a Black male approximately in his mid60s, wearing a blue shirt and tan/white shorts with blood on them. [WITNESS #1] also provided me with an address where the student resided, located at [900 BLOCK] Haley Street.
I responded to the address in an attempt to locate the male. Upon arrival, I observed that the garage was open and made contact with a male who identified himself as the student’s step-grandfather. I advised him of the incident at the school, and he stated that he knew who the male was. I asked if I could speak with the male, and he went inside the residence to retrieve him.
A male subsequently exited the residence wearing a blue shirt and tan pants with blood on them. I asked the male for identification, and he provided identification identifying him as Mark Williams.
While speaking with Williams, I observed that he had slurred speech, glossy eyes, and was unable to maintain his balance. I also detected a strong odor of an alcoholic beverage coming from his breath. Based on my observations, I believed Williams was under the influence of alcohol.
I advised Williams that I was investigating a complaint involving his conduct at Mattie Wells Elementary School. Williams stated that he did not mean to do it and did not mean to harm anybody. I advised Williams that he would be charged with Public Indecency and Public Drunkenness.
During a search of Williams, I located a small bottle of Fireball alcoholic beverage and a set of keys.
I placed Williams under arrest and transported him to the jail without further incident. Mr. Williams was also advised that due to his actions he is no longer allowed back on the school property at this time and this is at the request of the school principal Mrs. [REDACTED]. If he comes back on the property then he is subject to arrest.
