On 032226 at approximately 0240 hrs. I was dispatched to a disturbance call located at [300 BLOCK] Larry Stephens Way Gray, Ga. in reference a caller calling 911 and saying, “WE BEETER(SP) GET OVER THERE BEFORE SHE GETS KILLED AND MICHAEL RANDALL HAS A WARRANT.”

Dep. Steib and I arrived at the location simultaneously and as we approached the listed address I heard a female voice screaming for help. I attempted to open the front door of the listed address and found it locked. I told Dep. Steib to force entry and entry was made. Please see his supplement for details.

Once the door was opened I found the suspect, identified as Michael Randall, standing above the caller and victim, identified as [VICTIM #1], who was curled up in the fetal position near the door. Michael was handcuffed immediately by Deputies Steib and Dominguez and secured while I spoke with [VICTIM #1].

Both parties were intoxicated and Michael was led out onto the porch of the residence. I spoke with [VICTIM #1] and asked what had occurred and [VICTIM #1] replied that Michael had choked her and caused her to lose consciousness. I was able to observe redness, swelling, and scratch marks consistent with [VICTIM #1]’s account of Michael choking her on [VICTIM #1]’s neck.

[VICTIM #1], who has been married to Michael for the last 7 years, continued by saying that she had picked up Michael from his semi-truck and had both come home. While at home [VICTIM #1] said that Michael was already intoxicated prior to [VICTIM #1] picking him up and when they got home, both had started drinking and [VICTIM #1] started eating a meal and speaking with a friend on the phone. [VICTIM #1] stated that an argument started for an unknown reason and the argument escalated when [VICTIM #1] was standing in or near the kitchen and Michael suddenly had his hands around her throat and began choking her.

[VICTIM #1] said that Michael was yelling at her and that she was pushed against the refrigerator by the throat as Michael continued to choke her. [VICTIM #1] continued by saying that she lost consciousness and woke up on the floor of the kitchen and eventually said that she has lost consciousness for approximately “a minute”. [VICTIM #1] said that she was still on the phone with her friends and that she remembered hearing her friend tell Michael on the phone to leave [VICTIM #1] alone and to stop hurting her. [VICTIM #1] stated that she was able to call 911 after she was begging Michael to leave her alone and said that she profusely apologized to Michael in order to contact police.

I briefly spoke with Michael on the porch and asked him how [VICTIM #1] got the marks on her neck and to look at Michael’s hands. Michael only replied, “What?” and “I didn’t do anything.” I had to repeat my inquiry several times and Michael became incensed and approached me as if he were going to head butt me. I pushed Michael away by his shoulders and kept him at bay at which time Deputies secured Michael into a patrol car.

I called for EMS to medically evaluate [VICTIM #1] and while waiting for EMS to arrive, [VICTIM #1] said that she had urinated on herself and wanted to change into clean clothing which was allowed. On EMS arrival [VICTIM #1] was medically evaluated and advised to seek medical attention at the hospital due to her being strangled and losing consciousness.

[VICTIM #1] complained that her trachea made “a crunch” when Michael was choking her and that it was painful. Her voice was also raspy which was consistent with her strangulation. [VICTIM #1] said that she would find transport herself to the hospital. Photographs were taken of the damaged door jamb, which was damaged when forced entry was made as well as photographs of [VICTIM #1]’s injuries, the refrigerator that had a small amount of blood on it, and the knocked over trash can next to where [VICTIM #1] regained consciousness.

Micheal was transported to the Jones County LEC where he complained of chest pains. On EMS arrival, jail staff canceled EMS.

A warrant was sought and obtained against Michael Randall for violation of O.C.G.A. 16-5-21(I) Aggravated Battery-FV
