On Friday June 26, 2026, at approximately 1848 hours, Deputy Croft conducted a traffic stop on Interstate 16, Mile Post 39 East, on a Black Nissan Rouge for speeding.

*Vehicle In Motion*

Deputy Croft was sitting stationary on Interstate 16 Mile Post 38, running speed enforcement on his county-issued radar, when a Black Nissan Rouge was traveling at 94 MPH in a 70 MPH zone. Deputy Croft also observed that the Black Nissan Rouge was in the right-hand lane, traveling at a higher speed than other vehicles on the roadway at this time.

Deputy Croft pulled out into the roadway when it was safe to do so and activated his emergency blue lights and sirens to pursue the Black Nissan Rouge. Once behind the Black Nissan Rouge, the driver realized they were being pulled over and proceeded to the right-hand emergency lane and stopped.

*Personal Contact*

As Deputy Croft exited the patrol vehicle, Deputy Croft approached the vehicle from the passenger side. As Deputy Croft was walking up to the vehicle, Deputy Croft could smell an odor of Marijuana coming from the vehicle. Deputy Croft made contact with the driver, who identified herself as Ms. Angela Toombs of Macon, Ga. Deputy Croft advised Ms. Toombs of the reason for the traffic stop.

Deputy Croft asked. Ms. Toombs, where was she going and where was she coming from? Ms. Toombs advised that she was coming from Macon, Ga, and heading to Savannah, Ga, for a girl’s weekend. At this time Deputy Croft went back to his patrol car to run Ms. Toombs information and asked for another unit to assist with the traffic stop.

Deputy Croft step back out of his patrol vehicle and had Ms. Toombs step out of the vehicle and step in front of his patrol vehicle. Deputy Croft asked Ms. Toombs when the last time she had been around marijuana or smoked marijuana. Ms. Toombs advised that she last smoked marijuana with her friends in the vehicle the night before the traffic stop.

Deputy Croft asked Ms. Toombs on a scale from 1 to 10, 1 being sober and 10 being intoxicated on drugs or alcohol, where she thought she was at. Ms. Toombs advised that she was at a 0. Deputy Croft asked Ms. Toombs if she had any children in the car and if she would feel safe driving them around. Ms. Toombs advised that she would feel safe driving them around.

At this time, Deputy Croft asked Ms. Toombs if she would be willing to conduct standardized field sobriety testing and other testing (ARIDE) for the purpose of determining whether or not Ms. Toombs was under the influence of alcohol or any substance and safe to drive on Georgia Roadways, to which Ms. Toombs consented.

Before testing began, Deputy Croft asked Ms. Toombs about medical conditions that prevented Ms. Toombs from standing, walking, talking, or conducting daily activities, and whether the driver wore Glasses. Ms. Toombs advised that she had no medical conditions and did not wear glasses. At this time, other units began to arrive on scene.

Deputy Croft began testing, and a search of the car began.

My observations of the driver during the Standardized Field Sobriety testing are as follows:

Notes: Ms. Toombs was positioned with her back towards the patrol vehicle, as it would not interfere with Ms. Toombs eyes. Ms. Toombs indicated that she understood directions, but continued to move her head. Both eyes track equally, and pupils are the same size. Both eyes were dilated at the time of the testing.

  1. Nine-Step Walk and Turn

A.) Walking Stage

Cannot Balance During Instructions and Miss Hill Too Toe

Total Clues=2

Notes: Ms. Toombs indicated she understood directions and was given a demonstration. Ms. Toombs could not stand in instructed position and missed Hill too toe step on step 3 on 9 steps back.

  1. One Leg Stand

A.) Balance and Counting Stage

Total Clues= 0

Notes: Ms. Toombs indicated she understood directions and was given a demonstration.

Ms. Toombs did 36 seconds of the 30-second test.

Convergence Test: During the first approach, Deputy Croft noted a lack of convergence with Ms. Toombs’s eyes, as her eyes did not cross as the stimulus approached the bridge of her nose. During the Second approach, Deputy Croft notes a lack of convergence with Ms. Toombs’s eyes, as they did not cross as the stimulus approached the bridge of her nose.

Finger to Nose: Ms. Toombs Missed First left finger to nose by missing the tip of her finger to the tip of her nose.

Notes: instructions provided and demonstrated

Romberg Balance: Ms. Toombs estimated 18 seconds out of 30 actual seconds.

Notes: Ms. Toombs had eyelid tremors

When asked how Ms. Toombs counted, Ms. Toombs advised that she counted as 1234

At this time, Deputy Croft was done with testing,

Deputy Croft, with his training and knowledge, believes Ms. Toombs to be under the influence. Deputy Croft advised Ms. Toombs that she was under arrest for DUI Drugs, Deputy Croft read Ms. Toombs the Georgia Implied Consent over 21 and requested a blood sample; Ms. Toombs refused the blood test by invoking her fifth amendment right.

Other Deputies then put Ms. Toombs in the back seat of a patrol vehicle A search of the vehicle was conducted, and once concluded, inside the vehicle was found a pre-rolled marijuana blunt and a Del-ton 5.56 S/N B68936 that was found under a blanket in the truck of the vehicle. Deputy Croft then Ran the rifle through Laurens County Dispatch. Laurens County Dispatch advised that the rifle was stolen out of Chatham County and would like to place a hold on the rifle. Other Deputies then transported Ms. Toombs to the Laurens County Sheriff’s Office.

Ms. Toombs was charged with DUI Drugs, Speeding, Marijuana Less Oz, and warrants will be taken out for Theft Of Receiving Stolen Property.

The DDS Form 1205 and Ms. Toombs’s license were taken.
