[NARRATIVE #1 on May 06, 2026]
On May 6th 2026, at 0926 I Deputy Coleman was dispatched to [REDACTED] in reference to a welfare check.
When I arrived on scene, I observed a young juvenile, [REDACTED BY AGENCY], on the front porch with a knife in her hand [REDACTED BY AGENCY] was playing with the knife and also chopping a watermelon. I also observed a newborn juvenile [REDACTED BY AGENCY], lying on the edge of the porch with bugs sitting on her and flying around her. I asked [REDACTED BY AGENCY] where her mother was she stated inside. I asked [REDACTED BY AGENCY] to go get her mother, so the juvenile slung [REDACTED BY AGENCY] up on her shoulder, not supporting her head.
[REDACTED BY AGENCY] came back outside, so I asked her about the package. She said she took the package but put it back. I asked [REDACTED BY AGENCY] again to get her mother. I then asked [REDACTED BY AGENCY], Is your mother asleep? She stated yes. I then asked her if her mother had woken up today, and she stated no. I then called Corporal Evans to see what his location was so we could make entry into the residence. I decided to make an entry alone because I was afraid the mother was deceased.
I made several loud verbal commands with no response, so I made entry into the residence. [REDACTED BY AGENCY] informed me that her mother was in the room to the right. I, Deputy Coleman, made contact with the mother, and another juvenile was in the bed with her, asleep. I observed that the juvenile in the bed was dirty. I also observed that the newborn baby was in the bouncer beside the bed. I advised the mother to come outside so that we could talk.
The mother came outside. She was advised that [REDACTED BY AGENCY] was walking down the road with a juvenile, and trying to steal a package off the neighbor’s porch at [REDACTED], which is approximately 100 yards from their residence. The mother said to [REDACTED BY AGENCY], “Why didn’t you wake me up?” I asked the mother for her name and date of birth. The mother was identified as Megan Tanner.
I advised Megan that DFACS had been contacted and that they would be coming out to talk to her about this situation. I, Deputy Coleman, advised dispatch to have DFACS place a call to me. Cpl. Evans advised dispatch to have Ems in enroute to to get the juveniles evaluated. EMS stated that the older two juveniles were okay, but that the newborn baby needed to go to the hospital.
While the juveniles were getting evaluated, Tim Casper came out of the house and was asking what had happened. I advised him of what happened, and he stated that [REDACTED BY AGENCY] needs to go somewhere that this isn’t the first time that this has happened. Cpl. Evans asked him if [REDACTED BY AGENCY] and [REDACTED BY AGENCY] could stay here with him because [REDACTED BY AGENCY] had to go to the hospital and he stated, “Yeah, but when DFACs come, I am going to get them to take that boy looking girl.
DFACs contacted me, and I spoke with [REDACTED] I advised her of what occurred, and I advised her that she could meet the mother and the juveniles at the hospital because the newborn needed to get checked out. I advised [REDACTED] that all the children were going to the hospital with the mother.
Cpl Evans and I went to the hospital and met with DFACs. I Deputy Coleman was informed by one of the nurses that they got [REDACTED BY AGENCY] a bottle, and she drank it so fast that she threw up. [REDACTED] stated [REDACTED BY AGENCY] had a very dirty diaper. [REDACTED] informed me that [REDACTED BY AGENCY] had rashes and had poop caked around and in her v*gina.
While at the hospital, [REDACTED] informed me that Selena Tanner, Megan’s mother, was coming to the hospital. She also informed me that someone who works with her went to the residence to see what condition it was in. She stated the residence had exposed electrical wires and that there was no running water inside the residence. She also stated that the toilets were full of feces and had not been flushed in a while. The only running water was a water hose outside that was running. After [REDACTED] informed me of this, she stated that the juveniles were going with her and she was going to find placement for the juveniles.
The juveniles were taken to a separate room so that I Deputy Coleman, Cpl Evans, and the [REDACTED] could talk with Megan Tanner and Selena Tanner. I Deputy Coleman advised Megan that she was going to be placed be arrested for the Charges of Cruelty to Children. She stated why and we informed her that [REDACTED BY AGENCY] had the newborn outside by their self walking around outside while she is inside asleep.
I also advised her that their are exposed wires no electricity and no running water inside the residence. Selena said that we have been trying to get all the fixed but the landlord wont fix it. Cpl. Evans asked Selena how long the condition of the house has been like this she stated a year.
I Deputy Coleman placed Megan Tanner into custody she was searched and Cpl Evans transported her to Laurens County Sheriff’s Office for booking.

[NARRATIVE #2 on May 06, 2026]
On May 6th 2026, at approximately 0940 I, Cpl Evans, assited Deputy Coleman on a welfare check at [REDACTED], which resulted in the arrest of Megan Tanner, and the placement of her four children into DFCS care.
On arrival I observed Deputy Coleman speaking with Megan Tanner and her three children. Deputy Coleman informed me that [REDACTED BY AGENCY] (5 yo) had put [REDACTED BY AGENCY] (1 Month old) into a stroller and carried her approximately one hundred yards down the road to [REDACTED], then brought her back to [REDACTED] where he made contact with them initially.
While Deputy Coleman was speaking with Megan Tanner, I went to the complantaint’s address [REDACTED] and gathered their testimony. I spoke with [WITNESS #1], who provided the following statements: [WITNESS #1] stated that she witnessed a small child pushing an infant in a stroller on her home’s security camera after being sent the footage by her father. [WITNESS #1] claimed that she initially thought the infant was a baby doll. [WITNESS #1] claimed that the older child [REDACTED BY AGENCY] then picked up the infant [REDACTED BY AGENCY] and placed her on the ground, walked up to her porch, and attempted to steal a package.
[WITNESS #1] claimed that her father spoke through the camera, telling [REDACTED BY AGENCY] to “put that package down and go home”. [WITNESS #1] advised that [REDACTED BY AGENCY] then put the package up, put [REDACTED BY AGENCY] in the stroller, and walked back down the road. [WITNESS #1] provided the camera footage which showed the same series of events as she told them.
I then went back to [REDACTED]. Due to the potential that [REDACTED BY AGENCY] may have been mishandled by [REDACTED BY AGENCY], the decision was made to have EMS respond to check on [REDACTED BY AGENCY].
EMS arrived on scene shortly after. I was informed by EMS that it appeared that [REDACTED BY AGENCY] had “swelling” around her abdomen, and that they recomended that she be taken to Fairview Park Hospital. I asked Tim Casper if he would be ok with [REDACTED BY AGENCY] and [REDACTED BY AGENCY] staying with him for the time being, to which he stated “Yeah but Im tired of that boy lookin girl [REDACTED BY AGENCY] and Im gonna make DFCS take her”. Megan, [REDACTED BY AGENCY] and [REDACTED BY AGENCY] then rode in the ambulance to Fairview Park Hospital.
Myself and Deputy Coleman then drove to Fairview Park Hospital to meet with DFCS workers. I spoke to [REDACTED], who is a supervisor with DFCS. I was informed by [REDACTED] that [REDACTED BY AGENCY]’s diaper had not been changed for an extended period of time, and that old feces was stuck around and in her vag*na.
I was also informed that [REDACTED BY AGENCY] was given a bottle of formula. [REDACTED BY AGENCY] drank the bottle very hard and fast, as if she had not been fed in some time, then vomited due to drinking it too fast. I was then informed by [REDACTED] that the residence that the children were living in had no electricity, exposed wiring, no working toilets (which were full of human waste), and no running water other than an outdoor water hose.
[REDACTED] informed Megan and her mother (Selena Tanner) that the children were going to be taken out of her care and placed in a safer environment. I then informed Megan that she was under arrest for Cruelty to Children (1st degree). Megan was handcuffed behind her back, and the handcuffs were checked for fit.
I informed Selena that her and Tim may face charges due to the neglect, to which she responded “Why? We have been trying to get the landlord to fix the house.”. Selena then began blaming the poor living conditions on her landlord. Selena was then asked how long they had been living there, to which she stated one year. Megan was then transported to the Laurens County Jail and turned over to booking staff without further incident.
