On Sunday, May 15, 2022 at approximately 07:04 hours, while parked in the median of Leroy Coffer Highway near Arcadia Drive, I was operating my county issued Golden Eagle 2 radar on stationary approaching. I observed a Black 2017 Hyundai Azera with a Georgia tag of [REDACTED], traveling in the number 2 West bound lane of Leroy Coffer Highway. The vehicle appeared to be traveling above the posted speed limit of 55mph. I activated my radar, which read a speed of 79mph for the vehicle.
When the vehicle passed my location, I attempted to catch up behind it. I caught up to the vehicle on Leroy Coffer Highway near Willie Dixon Road. While behind the vehicle, I activated my emergency equipment and conducted a traffic stop on the right hand side of the roadway with the vehicle.
I conducted a passenger side approach on the vehicle and made contact with the driver, Ms. Aaliyah Davis. I explained the reason for the stop and asked for her information. I asked her how fast her speedometer showed she was going and why she was traveling at a high rate of speed. She advised it showed she was traveling at 70mph and she was running late to work. I walked back to my patrol vehicle and began a writing her a citation.
On the second approach, I conducted a driver side approach to issue Ms. Davis her citation. Upon issuing her citation, I smelled the odor of green marijuana emitting from her vehicle. I advised Ms. Davis of what I could smell and asked her if any marijuana was in the vehicle. She stated she had a small bag in her center console. I asked her to give me the bag, which she did. She handed me a Walmart bag containing a vacuumed seal clear plastic bag containing a green leafy substance suspected to be marijuana. I asked her if she had anymore marijuana in the vehicle. She advised she had a blue cloth bag with a lock on it in the backseat of the vehicle containing marijuana, which she also handed me.
I asked Ms. Davis to exit the vehicle and walk to the front of my vehicle. At my vehicle she unlocked the bag. The bag contained the following:
1 clear vacuum seal bag containing a green leafy substance, which was opened
1 green plastic bag with “Guarana California, Cannabis Flower” printed on it containing a green leafy substance.
1 syringe with a red liquid substance inside sealed in a clear plastic bag.
1 wood box containing the following:
1 black grinder containing a green leafy substance
1 “Rick and Morty” grinder containing a green leafy substance
1 red and blue rubber pipe containing a burnt substance
Deputy Tolson 935 arrived on scene and stood by with Ms. Davis as I conducted a search of her vehicle. During my search I located a pink White Owl cigar wrapper containing one hand rolled cigar with a green leafy substance inside. No other findings followed.
Deputy Tolson placed Ms. Davis in double locked handcuffs, checked for fit and behind her back. She was escorted to his patrol vehicle, which was searched prior. He transported her to the Liberty County Jail, where she was turned over to the jail booking staff. Deputy Tolson advised his vehicle was searched after with no findings. The vehicle was released to Ms. [REDACTED] per Ms. Davis’ request.
Narcotics Lieutenant Pilon 922 was notified and briefed on this incident. I transported all evidence to the Liberty County Jail, where it was turned over to Lieutenant Pilon.
