On July 18th, 2026, at approximately 0059 hours, I was notified by Deputy Kendrick Sampson of a vehicle traveling behind him that was failing to maintain its lane of travel. Deputy Sampson advised that the SUV drove completely off of the roadway and then entered the road again. I was able to get behind the maroon Chevrolet Equinox and conduct a traffic stop by activating my emergency blue lights, siren, and Axon cameras. This stop was conducted on Olvey Road just off of GA38.
I made contact with the driver, Alex Fleming, and advised him why I stopped him. I observed bloodshot and watery eyes while speaking with him. Mr. Fleming also had a very strong odor commonly associated with an alcoholic beverage coming from his person. I asked Mr. Fleming to exit the vehicle, he complied. I asked Mr. Fleming if he would participate in Standardized Field Sobriety Testing, he agreed. Testing is as follows:
Prior to beginning each test, I placed Mr. Fleming in the instructional phase and made sure he understood all the instructions.

Lack Of Smooth pursuit
Distinct and Sustained Nystagmus at maximum deviation
Onset Nystagmus prior to 45 degrees
Walk and Turn- 0/8 clues
Mr. Fleming did not listen to instructions after several attempts. Testing was concluded.
Mr. Fleming was placed under arrest for DUI and into double locked handcuffs which were checked for fit. Mr. Fleming was read the Georgia Implied Consent Notice for suspects over the age of 21 from my green card. He refused the requested blood testing.
Mr. Fleming was searched incident to arrest before being placed into the rear seat of my patrol vehicle, no contraband was found. He was seat belted in. I asked Mr. Fleming if anyone could come get his vehicle, he told me no. I contacted Central 911 for the next list rotation wrecker service; Hinesville Towing later arrived on scene and took possession of the vehicle.
I transported Mr. Fleming to the Liberty County Jail where he was released to booking staff without incident. The backseat of my patrol vehicle was searched prior to and after transport, no contraband was found.
