On June 20th, 2026, at approximately 0230 hours, I was requested by Hinesville Police Officer Jones #183 in reference to an impaired driver.
I arrived on scene to his stop location of E G Miles Parkway at Hearn Road. Officer Jones advised me that the driver, Mr. Hunter Carter, was driving west on E G Miles Parkway with no head lights or taillights on. He also stated Mr. Carter had an odor commonly associated with an alcoholic beverage coming from his person and was swaying while sitting in the driver seat. Officer Jones also advised me that Mr. Carter did not have his driver’s license on his person, and had to obtain his information on a notepad.
I made contact with Mr. Carter, and asked him to exit the vehicle, he complied. Once out of the vehicle I smelled a strong odor commonly associated with an alcoholic beverage coming from Mr. Carter’s person. Mr. Carter also had bloodshot and watery eyes. Mr. Carter was swaying side to side and was unsteady on his feet. I asked Mr. Carter to participate in Standardized Field Sobriety Testing, he agreed.
Testing is as follows:
Prior to beginning each test, I placed Mr. Carter in the instructional phases and made sure he understood all instructions. I asked Mr. Carter how much alcohol he had consumed tonight and he stated 2 beers.
Horizontal Gaze Nystagmus – 4/6 clues
Lack Of Smooth pursuit
Distinct and Sustained Nystagmus at maximum deviation
Walk and Turn – 3/8 clues
Used arms for balance
Missed heel to toe
Improper turn
One Leg Stand- 0/4 clues
Mr. Carter did not wish to participate in this test.
I then requested Mr. Carter provide a breath sample in my portable breath tester and he agreed. I gathered a positive indication of ethyl alcohol on his breath. (0.082)
Mr. Carter was placed under arrest for DUI and into double locked handcuffs which were checked for fit, those cuffs were placed in front of him due to him being large. Mr. Carter was read the Georgia Implied Consent Notice for suspects over the age of 21 from my green card. He agreed to the requested breath testing.
Mr. Carter was searched incident to arrest before being placed into the rear seat of my patrol vehicle; no contraband was found. He was seat belted in. Mr. Carter’s brother, [REDACTED], took possession of his vehicle at his request.
I transported Mr. Carter back to the Liberty County Jail, where he was released to booking staff without incident. Mr. Carter was cited for DUI, Head/Taillight Requirements, and Failure to Have License on Person. The rear of my patrol vehicle was searched prior to and after transport; no contraband was found.
