On Saturday, July 11, 2026, at 1242 hours, I was dispatched to the Buzzys Mini Mart, 8982 EB Cooper Hwy, for a hit-and-run with a black Jeep fleeing the scene. I arrived on scene 1249 hours. My investigation is as follows.

Vehicle 1 – Ms. Jaquarius Scott – 2008 Jeep Liberty – GA plate [REDACTED] – No insurance
Vehicle 2 – Ms. [VICTIM #1] – 2003 Honda Accord – GA plate [REDACTED] – National General policy #2033067291

Vehicle 2 (Ms. [VICTIM #1]) was parked at the gas pump when vehicle 1 (Ms. Scott) backed into vehicle 2, causing damage to the front driver’s-side wheel well. After vehicle 1 made contact, they drove away from the accident. The driver of vehicle 1 acknowledged the accident by sticking their head out of the vehicle to assess the damage. I visually observed the damage done to vehicle 2. I observed there was also paint transfer from a black vehicle on the red paint.

Ms. [VICTIM #1] stated that when this occurred, the driver of vehicle 1 stuck her head out of the vehicle and looked at her before driving away on Barrington Ferry. I asked Ms. [VICTIM #1] to describe the vehicle, and she stated she had a partial read of the plate, knowing it was one of the new county plates, and provided [REDACTED]. Ms. [VICTIM #1] stated it was a black Jeep with a square body rear. She also stated that she remembered seeing the jeep’s trunk area full of miscellaneous items. Ms. [VICTIM #1] explained the damage would be located on the rear passenger side of the Jeep if it was found. She also described the jeep as being beat up and not a newer vehicle.

I asked Ms. [VICTIM #1] to describe the driver of the vehicle. Ms. [VICTIM #1] stated the other driver briefly stuck her head out before taking off, but she could see that she was a black female with long braids/twisties and was wearing a black headband.

I provided Ms. [VICTIM #1] with a business card and case number. I explained how she could obtain a copy of the report if desired.

After speaking with Ms. [VICTIM #1], I used the provided information and checked the nearby flock cameras. With the partial plate given, I was able to locate a black Jeep Liberty with GA plate [REDACTED] traveling westbound on EB Cooper Hwy going into Hinesville. This vehicle was traveling in the opposite direction from where the accident occurred, and no other vehicles passed the Flock camera that matched the provided description. This jeep both matched the physical description and included the partial plate, only missing 1 letter.

I checked the vehicle’s GA plate [REDACTED] through the NCIC/GCIC database and received information showing it is a 2008 Jeep Liberty with a suspended registration and no valid insurance. The vehicle is owned by Ms. Jaquarius Scott and shows her current address as [REDACTED BY AGENCY]. After seeing this information, I called Cpl. Brian Del Rio 946 asked if he could ride through [REDACTED BY AGENCY] and see if the vehicle in question was at Lot [REDACTED BY AGENCY]. Cpl. Del Rio informed me that the vehicle was indeed at the provided address, but he could not see the passenger side due to its parking position.

Cpl. Del Rio, Deputy Glover 989, and Lt. Barnes 928 went to Lot [REDACTED] to attempt to contact the jeep’s owner. They contacted the owner of the jeep, Ms. Scott. Lt. Barnes called me and explained that Ms. Scott verbally admitted she made contact with a vehicle at the gas station and then left. I informed Lt. Barnes I was still en route and would be there shortly.

I arrived on scene and informed Ms. Scott that I was the one handling the accident report. I asked Ms. Scott to please explain what happened at the gas station again. Ms. Scott stated she was parked at the food tent event in the parking lot. She explained that she began to back out of her spot when she suddenly felt she had hit something. Ms. Scott stated that she looked out her door, saw that she had not caused any damage, and decided to drive away.

I asked Ms. Scott if she ever got out and checked the damage to her vehicle. She said no, so we went to look at her vehicle. I could see damage on the rear passenger-side wheel well, right where Ms. [VICTIM #1] stated it would be. In the damage, I observed a red scratch mark that looked to be a fresh paint transfer. Ms. [VICTIM #1]’s vehicle was also red.

Based on Ms. Scott’s admission and the physical evidence on her car, I instructed her to place her hands behind her back. I placed Ms. Scott in doublelocked handcuffs, checked for fit, arresting her for Hit and Run; Duty of Driver to Stop at or Return to the Scene of Accident. Ms. Scott was searched by Dep. Glover for contraband, with none found, and then was placed in the backseat of my patrol vehicle. Ms. Scott was not buckled in at her request. The backseat of my patrol vehicle was checked for contraband before Ms. Scott was placed in it.

I transported Ms. Scott to the Liberty County Jail and turned her over to the on-duty booking officers without incident. Before leaving the jail, my backseat was checked again for contraband, with none found.

Ms. Scott was arrested and issued citations for Hit and Run; Duty of Driver to Stop at or Return to the Scene of Accident (OCGA 40-6-270), Knowingly Driving Motor Vehicle with a Suspended, Revoked, or Canceled Registration (OCGA 40-6-15), and No Proof of Insurance (OCGA 40-6-10). Ms. Scott was given a court date of September 1, 2026, for the citations.
