On 11/16/2024, at 0351 hrs, I received a call from the front desk operator [REDACTED] in reference to a male subject that brought in a female and a child to Hinesville Police Department (123 E Ml King Jr Dr). The male subject, identified as [REDACTED], stated he had seen her, a Ms [VICTIM #1], walking with her child, [REDACTED BY AGENCY], on Elma G Miles Pkwy. He picked her up and observed that she was crying and in distress. She requested to go to medical services (EMS building) but they were unable to locate anyone so they went the police department.
At the police department I spoke to Ms [VICTIM #1] about the incident and she stated that she and her fiance got into a verbal altercation but was very uncooperative about giving the full story of what had occured. I continued to speak to her and asked her additional questions, she then stated that it was her fault as well as that she should have just let it go. Eventually, Ms [VICTIM #1] opened up and stated that the verbal dispute was about her fiance having another woman pregnant. When she confronted him about the situation, he became angry and attempted to shut the bedroom door on her. Ms [VICTIM #1] wanted to get into the room because her three-year-old daughter, [REDACTED BY AGENCY], was asleep inside.
Ms [VICTIM #1] had to kick the door multiple times before her fiance Mr Conley eventually opened the door. When he opened the door, he grabbed her before throwing her to the ground. When she landed on the floor/rug, he grabbed the right side of her face before shoving it further into the floor. She managed to get away and went to the bed but Mr Conley pursued her onto the bed. He shoved her more and she fell partially off the bed before he grabbed her by the neck, choking her. She stated the top half of her body was on the floor and her lower half was still on the bed. She was struggling to breath but she was finally able to get her legs under him and push him off of her. When she got him off of her he backed off from her at which time she grabbed her child and departed the apartment. The child was present and witnessed her mother being strangled.
I observed injuries on Ms [VICTIM #1]’s face and neck that were consistent with what she had told me. There were also injuries to her arms and her knees. While speaking to Ms [VICTIM #1] her daughter, [REDACTED BY AGENCY] Her daughter, stated to another officer (Lt Ewing) that she watched Mr Conley choke her mother as well as attack her.
While interviewing Ms [VICTIM #1], Mr Conley called the police center and stated that he was in a domestic with his fiance Ms [VICTIM #1]. He sated she had left apartment with the child and now he did not know where she was located.
With the physical evidence as well as the testimonial evidence Mr Conley was placed under arrest. He was secured into handcuffs that were double locked as well as checked for fit. He was then transported to the Liberty County Jail wihtout incident. The patrol vehicle was searched before and after transport.
Ms [VICTIM #1] was provided a courtsey ride to the apartment to gather belongings and go stay with a friend.
Warrants will be obtained in the appropriate time frame.
