On Monday, 11 July 2022, at approximately 1535 hours, I was dispatched to Manchester Ct and Sycamore Way in reference to a disturbance called in by an off duty Trooper. At 1543 hours I arrived on scene and made contact with the suspect Magaly St Vil.

St Vil stated she came to talk to her ex boyfriend [VICTIM #1] regarding the 2015 Red Ram Pick Up Truck bearing Ga Tag #[REDACTED]. She informed me, she and [VICTIM #1] shared legal responsibilities for the truck and he had stopped making payments on it. St Vil explained she came to take possession of the vehicle.

St Vil informed me when she seen the truck she blocked it at the stop sign, and tried to make contact with [VICTIM #1]. She continued to explain the passenger in the truck. [VICTIM #2] interjected in the conversation. St Vil explained [VICTIM #2] attacked her, which caused her to defend herself. I observed a couple of small scratches to St Vil face.

I walked over to speak with [VICTIM #2] who explained, she and [VICTIM #1] were on the way to the pool when St Vil cut them off and blocked them from leaving. [VICTIM #2] further explained she asked St Vil to allow [VICTIM #1] to drop her off at the pool before continuing their conversation.

[VICTIM #2] stated [VICTIM #1] turned his head and St Vil got in the truck. She explained she walked around to the driver side to try to talk to St Vil. [VICTIM #2] stated St Vil was blocking traffic, so she reached in the truck and grabbed St Vil keys to move her vehicle.

[VICTIM #2] explained when she came back to the truck St Vil attacked her face and then kicked her to the ground. I observed [VICTIM #2] entire face full of bleeding abrasions as well as a scraped up elbow.

Liberty County EMS checked [VICTIM #2] abrasions and cleared her for further treatment.

I continued my investigation speaking with [VICTIM #1] who explained his ex girlfriend St Vil blocked him in and began to argue with him. He furthermore explains St Vil attacked [VICTIM #2].

After speaking with [VICTIM #1], I spoke with the off duty trooper CPL Raumando Thompson who called in the disturbance. He explained he came out to this patrol vehicle, and was flagged down by the arguing party. CPL Thompson stated he separated the party. He explained he had [VICTIM #2] stand in the front of the truck and St Vil on the side.

CPL Thompson stated he concluded St Vil was the aggressor in the incident, because she steadily tried to close the distance between her and [VICTIM #2]. He explained he did not actually see the incident happen.

I concluded my investigation as St Vil the predominate aggressor due to the injuries [VICTIM #2] obtained and the statements from all the parties.

St Vil was placed under arrest, handcuffed, checked for fit, and double locked. St Vil was searched prior to escorting her to the rear of the patrol vehicle which was searched before and after transport. Finding no contraband.

[VICTIM #2] was given a case number and advised on how to obtain a copy of this report, as well as further procedures she could take.

St Vil was transported to the Liberty County Jail, where I turned her over to Jail staff.
