On October 3, 2026, at 0800 hours I responded to 11181 South Coastal Highway in reference to a disturbance at the El Cheapo gas station. I arrived on scene and at 0817 hours and approached a male sitting on the curb outside the store. The male, later identified as Mr. Matthew Cartwright, was sitting on the curb and acting very irate. Mr. Cartwright was yelling at Ms. [VICTIM #1], who is an employee at El Cheapo, as well as some customers who were getting gas. As I approached Mr. Cartwright, he was actively yelling at Ms. [VICTIM #1] and at one point called her a “fat bit*h”.
I made contact with Mr. Cartwright and escorted him to the rear of my patrol car to separate him from Ms. [VICTIM #1]. At my patrol car Mr. Cartwright started talking about the birds which were sitting on the powerline. I instructed Mr. Carwright to face my vehicle as we were talking. He did so without incident and I conducted a pat down of the outside of his clothes, with an open palm, to check for any weapons without incident. I instructed Mr. Cartwright to place his hands behind his back, and I placed him in handcuffs, which were checked for fit and double locked. I advised Mr. Cartwright he was being detained and placed him into the rear of my patrol vehicle without incident.
I made contact with Ms. [VICTIM #1] in the store. She advised me Mr. Cartwright walked up to the store and was digging in the cigarette ashtrays outside. Ms. [VICTIM #1] stated she observed Mr. Cartwright’s pants to be around his ankles, exposing his genitals as customers were walking into the store. Ms. [VICTIM #1] opened the door and told Mr. Cartwright to leave. Ms. [VICTIM #1] stated Mr. Cartwright began to become irate with her and threated her. She did not advise me of any specific threat which was made however she stated she was scared for her safety. Ms. [VICTIM #1] advised me she stepped back into the store and locked the door and called for law enforcement after Mr. Cartwright would not stop yelling and cussing at her.
I asked Ms. [VICTIM #1] if she had access to the security footage. She explained her boss was in India, and she could not get the footage. Ms. [VICTIM #1] stated there was a customer at one of the gas pumps who Mr. Cartwright was also yelling at. The customer left the gas station before I could get a statement from them.
With Ms. [VICTIM #1]’s statement and what I observed when I arrived on scene I went back to my patrol car and advised Mr. Cartwright, he was under arrest and searched him incident to arrest with no contraband being found. I seat belted Mr. Cartwright in for his safety before transporting him. I provided Ms. [VICTIM #1] with a victim’s pamphlet and case number and informed her on how to obtain a copy of this report.
I transported Mr. Cartwright to the Liberty County Jail, where he was turned over to booking staff without incident. Mr. Cartwright was issued a citation for “Disorderly Conduct” which I provided to booking staff. The rear of my patrol vehicle was checked prior to the start of shift and prior to leaving the sallyport, with no contraband found.
