On Saturday, June 20th, 2026, at 1032 hours, I was dispatched to [REDACTED BY AGENCY] in reference to a domestic dispute. I arrived on scene at 1046 hours and made contact with the complainant, identified as Ms. [WITNESS #1].
Ms. [WITNESS #1] stated she was awakened by her brother, Mr. [WITNESS #2], who advised there was a deceased kitten’s remains in the bathroom. Ms. [WITNESS #1] stated she went to the bathroom and observed the kitten’s severed head and two severed paws on the floor. She explained she observed her other brother, Mr. Mekih Williams, walking up and down the stairs saying, “Don’t go into the bathroom because there is a cut-up kitten.”
I then made contact with Mr. [WITNESS #2]. He stated while he was in the bathroom, Mr. M. Williams came to the doorway, showed him the severed remains and stated he killed the kitten. Mr. [WITNESS #2] advised Mr. M. Williams, then threw the remain’s onto the bathroom floor and went downstairs. Mr. [WITNESS #2] stated he left the bathroom and told his sister what happened.
I then made contact with Mr. M. Williams. He stated he was cutting his hair prior to my arrival. I asked him what happened to the kitten and he denied any knowledge of the incident.
At that time, Lieutenant Colvin arrived on scene and was briefed on the incident. I then proceeded upstairs to the bathroom, where the kitten was reportedly located. Upon entering the bathroom, I observed a kitten’s severed head and two paws on the floor. Lieutenant Colvin contacted the on-call general crimes detective. Following his conversation with the Detective McCrary, I detained Mr. M. Williams in double-locked handcuffs behind his back and were checked for proper fit. He was secured in the rear seat of my patrol vehicle with a seatbelt.
At 1209 hours, Detective McCrary arrived on scene. I briefed Detective McCrary on the information obtained during my investigation, and the scene was subsequently turned over to him. Following Detective McCrary’s investigation, Mr. M. Williams was placed under arrest for Aggravated Cruelty to Animals. Sergeant Pangelinan arrived on scene and conducted a search of Mr. M. Williams’ person incident to arrest, finding no contraband, and transported Mr. M. Williams to the Liberty County Jail without incident.
The rear seats of both patrol vehicles were searched before and after transport, with negative results for contraband. I provided Ms. [WITNESS #1] a case card containing this report number and informed on how to obtain a copy of this report. Photographs of the kitten were taken and will be attached to this report.
