While patrolling the area of Georgia 38, I heard Lt. Gray #051 report to Troop I Communication that he was behind a vehicle that was unable to maintain it lane and speeding on Kings Road. Troop I Communications relayed that information to me. advised Troop I Communications I would be in route to the area after a traffic stop, I was on. Lt. Gray advised that the vehicle turned right on Tibet Road and was still failing to maintain its lane and speeding up and slowing down.

After I finished my traffic stop, I went to the area of Tibet Road in an attempt to locate Lt. Gray and the vehicle. As I approached Griffin Road. I noticed Lt. Gray’s patrol vehicle turning onto Griffin Road. At that time Lt. Gray advised me that the vehicle turned on the road and he was attempting to catch up to the vehicle. I advised Lt. Gray I was also turning onto Griffin Road. Lt. Gray advised me to take the lead. As I was taking the lead to stop the vehicle. I noticed that the vehicle was driving on the yellow solid line. Right before I activated my blue light and siren, I watched the vehicle nearly miss a brick mailbox. I activated my lights and sirens and the vehicle pulled over on Griffin Road.

I exited my patrol vehicle and approached the driver side of the vehicle. Once there, I requested the driver to exit the vehicle. While looking over the driver when making my request I noticed that the driver’s pupils were constructed to a pin size. The driver complied and exited the vehicle and walked to my patrol vehicle. Before I could explain the reason for the stop, the driver asked why he was being pulled over. I advised the driver that I observed him failing to maintain his lane and almost struck a brick mailbox. I also advised him what Lt. Gray observed on Tibet Road. I asked the driver for his license. The driver handed me a New York driver’s license with Moshe Laskin on it. I asked Mr. Laskin if he had consumed any alcoholic beverage or taken any narcotic substances today. He advised no. Mr. Laskin said that he had just flown in from New York and he was tired. He advised that he only had maybe 2-3 hours of sleep last night before the flight.

While talking to Mr. Laskin about his driving habits I continued to notice that Mr. Laskin’s pupils have not changed since the first time I noticed them in the vehicle. Mr. Laskin continues to state that he has not taken anything today. I asked Mr. Laskin if he would close his eyes and tilt his head back. Mr. Laskin did so. I noticed Mr. Laskin had rapid eye lid tremors in both eyes. I advised Mr. Laskin what I saw and explained with that small test it appears that he had taken something. I asked Mr. Laskin if he would perform field sobriety. Mr. Laskin agreed to the test.

The results of the field sobriety are in the DUI portion of this report. The clues that I observed during the field sobriety testing in conjunction with my training, experience, and knowledge of impaired drivers, indicated that the driver was impaired. I placed Mr. Laskin under arrest for driving while under the influence, I hand cuffed him and search his person and found no weapons or any illegal substance on his person. I then read her Georgia Implied Consent for Suspects Age 21 or Over requesting a sample of his blood. Mr. Laskin agreed to the test. I placed Mr. Laskin in my patrol vehicle. I let Mr. Laskin call someone to come and pick up his vehicle.

Upon arrival of Mr. [REDACTED], I released Mr. Laskin to him. I transported Mr. Laskin to Liberty Regional Hospital for the blood draw. Upon arrival to the hospital, Mr. Laskin’s was drawn by Ms. [REDACTED]. The blood was collected and sealed in a GBI blood kit. After the blood draw, I transported Mr. Laskin to the Liberty County Jail where he was released with three citations. The blood kit was transported to Georgia State Patrol Post 11 Hinesville where it was log in and placed in a locked locker to be transported to GBI Crime Lab.
