[NARRATIVE #1 on July 16, 2026]

On July 16th, 2026 around 2100 hours, while conducting traffic control on 196E, I observed a black Jeep (GA Tag: [REDACTED]) traveling west towards Willie Dixon with no headlights on. I activated my emergency equipment, conducting a traffic stop on the vehicle, later identifying the driver as, Ms. Sheniqua Brooks.

I made contact with Ms. Brooks and explained the reason for the traffic stop. I asked her for her license and registration. Before providing me with her license she attempted to hand me random pieces of papers while talking about a payment she made to Midway Police Department. Unsure of what she was trying to discuss with me, I again asked for her license, which she provided while trying to explain she’s in the process of fixing her license and insurance.

I returned to my patrol vehicle at this time conducting a NCIC/GCIC status check on her license and registration. The return showed the vehicle had a suspended registration, no insurance and Ms. Brooks License was suspended with a suspension date of May 23rd 2025, for failure to appear. I requested dispatch to confirm my findings, which were the same.

I returned to her vehicle and requested Ms. Brooks to exit the vehicle, which she complied after again, asking questions trying to hand me a piece of paper. At this time, I asked her to walk to the rear of her vehicle while noticing she stumbled and held on to her vehicle for stability. I place her in handcuffs, double locked for fit, searched and cleared her persons of contraband. During the duration of the search, I smelled the presence of alcohol coming from her breath. I placed her in the rear of my patrol vehicle, that was searched clear of contraband, and told her she was being detained.

During my contact with her, I detected the odor of an alcoholic beverage coming from her breath. I also observed that she was unsteady on her feet, stumbling while walking, and her speech was noticeably slurred. Based on these observations, I believed she was under the influence of alcohol to a degree that impaired her ability to operate a motor vehicle safely.

I then requested for a unit certified in Standardized Field Sobriety Testing (SFST) to respond and conduct the field sobriety evaluations. Deputy Breningstall Hunter 940 responded to conduct the testing. See his supplemental report for his findings.

The vehicle was released to a license driver and Ms. Brooks was transported by 940 to the Liberty County Jail.

[NARRATIVE #2 on July 16, 2026]

On July 16th, 2026, at approximately 2100 hours, I was requested by Deputy Alexis Williams in reference to an impaired driver. I arrived on scene at Leroy Coffer Hwy and Arcadia Drive. Deputy Williams advised me that she arrested Ms. Sheniqua Brooks for Driving While License Suspended. Deputy Williams advised me she smelled an odor commonly associated with an alcoholic beverage coming from her person.

I made contact with Ms. Brooks in the backseat of Deputy Williams patrol vehicle. I immediately smelled an odor commonly associated with an alcoholic beverage coming from the backseat area of Deputy Willims’ patrol vehicle. I read Ms. Brooks her Miranda Warning, she agreed to speak with me. I removed Ms. Brooks from the backseat and took the hand cuffs off of Ms. Brooks. I asked Ms. Brooks how much alcohol she had consumed tonight, and she advised me “1 Shot”. I asked Ms. Brooks if she would participate in Standardized Field Sobriety Testing, she agreed. Testing is as follows:

Prior to beginning each test, I placed Ms. Brooks in the instructional phase and made sure she understood all the instructions.

Horizontal Gaze Nystagmus- 6/6 clues

Lack Of Smooth pursuit
Distinct and Sustained Nystagmus at maximum deviation
Onset Nystagmus prior to 45 degrees

Walk and Turn- 6/8 clues

Used arms for balance
Missed heel to toe
Improper turn
Stepped off line
Could not hold instructional phase
Incorrect number of steps

One Leg Stand- 1/4 clues

I then requested Ms. Brooks provide a breath sample in my portable breath tester and he agreed. I gathered a positive indication of ethyl alcohol on his breath. (0.132)

Ms. Brooks was placed under arrest for DUI and into double locked handcuffs which were checked for fit. Ms. Brooks was read the Georgia Implied Consent Notice for suspects over the age of 21 from my green card. She agreed to the requested breath testing.

Ms. Brooks was searched incident to arrest by Deputy Williams, before being placed into the rear seat of my patrol vehicle, no contraband was found. Ms. Brooks was seatbelted for safety. I transported Ms. Brooks back to the Liberty County Jail where the breath test was conducted on an Intoxilyzer 9000. Her measured BrAC was at a (0.139). Ms. Brooks was released to booking staff without incident.
