On July 30th, 2024 I responded to [1200 BLOCK] Helican Springs Rd in reference to a disorderly person. The caller stated that her son was not listening to her and she wanted him gone and he was also being disrespectful to her grand children. The caller stated that her son is Quinton Goss and he was more than 40 years old. Upon my arrival, I met with [WITNESS #1] who stated that Quinton was her brother and her had hit her mother, [VICTIM #1], in the head and had left walking not long before my arrival. [WITNESS #1] stated that she did not see this happen but she had arrived at the residence just after and right before Quinton left on foot.

[WITNESS #1] stated that Quinton had recently been released from the Athens Clarke County Jail on domestic violence charges between him and his wife. [WITNESS #1] stated that ever since she bonded Quinton out, he had been living with her mother, [VICTIM #1], due to him not being able to go to his residence in Athens. [WITNESS #1] stated that Quinton has been not in a sound state of mind since he got out of jail. [WITNESS #1] stated that Quinton had caused an altercation the day prior to this incident but she did not call 911 at the time because she believed that with her leaving it would resolve the issue.

I spoke with [VICTIM #1] who stated that her son, Quinton, was being disrespectful to her grandchildren. [VICTIM #1] stated that she confronted Quinton because he was using curse words around his minor children. [VICTIM #1] stated that Quinton then started yelling, screaming and cursing at her. [VICTIM #1] stated that she was not going to put up with him acting like this and she called 911. [VICTIM #1] stated that she was standing by the door waiting on law enforcement to arrive on scene. [VICTIM #1] stated that Quinton got in her face and shaking his finger at her. [VICTIM #1] stated that with his right index finger, her poked her really hard in the forehead, which caused her to stumble back in the front that was open and against the wall. [VICTIM #1] stated that Quinton then left her residence walking on foot. [VICTIM #1] stated that she felt that Quinton was trying to intimidate and control her. [VICTIM #1] stated that she was fed up with Quinton and was glad she had already called 911.

[VICTIM #1] had no visible injury and no marks that could be seen. [VICTIM #1] refused medical treatment on scene. [VICTIM #1] stated that [WITNESS #1] was not there when Quinton poked her but Quniton’s oldest son, Juvenile [REDACTED], had seen what occurred. [VICTIM #1] stated that [REDACTED] was the child that Quniton was being disrespectful to and she requested that I speak with [REDACTED] and get his statement.

I spoke with [REDACTED] who stated that his father, Quinton, had been yelling at him and his grandmother, [VICTIM #1], confronted Quinton about it. [REDACTED] stated that his father did not like being confronted about it and began yelling at [VICTIM #1]. [REDACTED] stated that he saw Quinton then poke [VICTIM #1] in the forehead with his index finger which caused [VICTIM #1] to fall back into the open front door that was resting against the wall. [REDACTED] stated that Quinton then put on his shoes and left the residence walking.

I informed [VICTIM #1], [WITNESS #1] and [REDACTED] that I would document their statements and would be in the area looking for Quinton due to him leaving on foot just prior to my arrival. [REDACTED] stated that Quinton was wearing black shorts with a blue/purple shirt and a hat. I left the residence in search of Quinton.

In front of [1000 BLOCK] Helican Springs Rd, I located a male matching the description give by [REDACTED]. I pulled up to the male and got out my patrol vehicle. Having encounters with Quinton in the past I instantly recognized him as Quinton Goss. I called out to Quinton and informed him that I needed to speak with him. Quinton kept walking back towards [VICTIM #1]’s residence and I gave him loud verbal commands to stop and speak with me. [WITNESS #1] then pulled up and Quinton stated that he was giving [WITNESS #1] that phone that he was carrying because the phone belonged to his mother, [VICTIM #1].

I asked Quinton to tell me about what happened at [1200 BLOCK] Helican Springs Rd between him and his family. Quinton started rambling about him having problems with his wife in Clarke County and having just got out of jail in Clarke County. I asked Quinton again to tell me about what happened between him and his family at [1200 BLOCK] Helican Springs Rd this date. Quinton stated that his children had become disrespectful towards him and his wife had been selling off all of their belongings while he was in jail. I asked Quinton once again to tell me about what happened today at [1200 BLOCK] Helican Springs Rd between him and his family.

Quinton stated that [REDACTED] had smarted off to him and would not get off of his tablet. Quinton stated that he told [REDACTED] to put down the tablet and come speak with him. Quinton stated that [VICTIM #1] then came out and started yelling about him about him getting onto [REDACTED]. Quinton stated that he was not going to deal with his mother getting in his face about the way he talks to his children and so he began to argue with [VICTIM #1]. Quinton stated that he was shaking hit right index finger at [VICTIM #1] while he was yelling at her. Quinton stated that his finger might have touched her forehead while he was shaking at her.

Cpl Zellner #7617 had got out with me and Quinton. based on the statement provided to me about the incident, I determined that Quinton was the predominant aggressor and went to place him in hand cuffs. Cpl Zellner seeing a knife hanging from Quinton’s neck went to grab the knife to remove it from his person while he was being detained. Quinton started trying to pull away from Cpl Zellner and myself. Cpl Zellner and I quickly grabbed his wristes and I placed him handcuffs behind his back. The cuffs were checked for proper fit and double locked. I searched Quinton’s person incident to arrest. Quinton left all his belongings with his sister, [WITNESS #1]. Cpl Zellner and I went to start walking Quinton towards my patrol vehicle. Quinton tried to resist and attempted to pull away from Cpl Zellner and I. Due to Cpl Zellner’s patrol vehicle being closer than mine, to prevent any further altercation we placed him in the back seat of Cpl Zellner’s patrol vehicle.

Cpl Zellner transported Quinton to the Madison County Jail where he was turned over to the jail staff without further incident. I met with [VICTIM #1] once again and informed her that Quinton was being arrested for simple battery and would be transported to the Madison County Jail. I provided [VICTIM #1] with a case number for this report and advised her of the process to apply for a temporary protection order and other services available to her. I returned to service.

I am in the process of obtaining warrants against Quinton for Simple Battery FVA (OCGA 16-5-23f) and Intimidation of an Elder Person (OCGA 16-5- 102).
