On Friday August 14, 2026 at 10:13 A.M., Sgt Salyer and I Officer Allen responded to [REDACTED] in refrence to a wellfare check of two children.

Upon arrival, we made contact with Eric Mooney and Ashley Peeble, who both appeared to be under the influence of narcotics at the time of contact. Sgt. Salyer spoke with Ms. Peeble while I spoke with Mr. Mooney.

I asked Mr. Mooney if he knew why officers were at the residence. Mr. Mooney stated that he and Ashley had been going through hard times and had gotten into an argument. He stated that he was unsure why officers were present.

I asked Mr. Mooney about the two children and requested permission to enter the residence to check on their welfare. Mr. Mooney stated that he did not want me to enter the residence and instead called the two children to the front door.

I made contact with the two children, [REDACTED BY AGENCY] (8 YOA) and [REDACTED BY AGENCY] (6 YOA). Both children stated that they were okay. I asked the children why they were not in school. Both children stated that they had not attended school the previous day because their parents had been arguing. They further stated that they were not in school on the day of this incident because [REDACTED BY AGENCY] was sick with an alleged cold.

While speaking with the children at the front door of the residence, I detected a strong odor of urine coming from inside the residence.

Sgt. Salyer asked Mr. Mooney and Ms. Peeble for permission to enter the residence to check for any additional occupants. Both individuals stated that officers could enter the residence.

Upon entering the residence, I observed trash and clothing obstructing the walkway near the doorway. As I continued to check the lower level of the residence, I observed trash covering the floors of the kitchen, living room, and bathroom. I did not observe any indication of central air conditioning throughout the residence. I also observed what appeared to be an insect infestation throughout the residence.

I continued the welfare check on the second floor of the residence. I observed large holes in several of the interior walls.

In bedroom one of three, I observed trash and clothing covering the floor. I also observed a bed frame with no mattress.

In bedroom two of three, I observed trash covering the floor and a mattress with no sheets, blanket, or pillow. A single bed frame was also present in the room.

In bedroom three of three, I observed a mattress that appeared to have been thrown into the room on top of other items.

Upon completing my search for additional persons inside the residence, I observed that the living conditions appeared to be inadequate for the two children, ages 8 and 6.

Mr. Mooney stated that he had used narcotics within the previous week but denied using narcotics on the day of this incident. Ms. Peeble stated that she and Mr. Mooney had gotten into an argument prior to officers’ arrival. Ms. Peeble also stated that the kids slept in the living room and that bed bugs may have been present in the residence prior to officers entering.

Based on the statements provided by Mr. Mooney and Ms. Peeble, along with my observations during the welfare check and investigation, it was determined that Mr. Mooney and Ms. Peeble were in violation of O.C.G.A. § 16-5-70, Cruelty to Children in the Second Degree. DFAC was contacted and [REDACTED] was dispatched to scene and observed said living conditions. Ms [REDACTED] took custody of the kids and they were turned over to the Grandparents for final custody. Mr Mooney and Ms Ashley were transported to Mcduffie County jail with no further incident.
