[NARRATIVE #1 on August 15, 2026]

On August 15th, 2026, I, Officer Olson, assisted Officer McRee on his traffic stop at 628 Augusta Highway at 19:33 hours for a DUI investigation.

Upon my arrival, I was met by the driver, Oron McCain, who stated he had a prerolled marijuana cigarette from the gas station earlier in the day and had two beers around two. I then asked if he would consent to some tests and he stated he would. WHile speaking with him, I observed the smell of an unknown alcoholic beverage on his breath. Officer McRee then left to take care of an accident.

Upon asking, he stated he had no past falls or head trauma. I then instructed him to take his glasses off and he did. I then tested for horizontal gaze nystagmus and saw lack of smooth pursuit. While doing this test, Mr. McCain continously moving his head despite being told not to multiple times. I then tested for lack of convergence and was able to see it. While doing the walk and turn test, he started before instructions were finished, stepped off the line, used arms to balance, stopped walking to steady himself, planted his hands at his side, waited for me to prompt him to begin the second set of steps, stopped counting out loud, and took too many steps. He then began taking his stuff out of his pockets for no apparent reason and I told him to put it back in his pockets.

During the one leg stand, he used his arms to balance, stopped counting, and almost fell over. While instructing him on the modified Romberg test, he tilted his head and closed his eyes before being told to. During the test, he did not close one of his eyes all the way, swayed, and had eyelid tremors. During the finger-to-nose test, he did not close his eye all the way, used his left hand instead of his right and vice versa, used the pad of his finger instead of the tip, swayed, had body tremors, and missed the tip of his nose multiple times.

When told to turn around and put his hands behind his back, he refused, asking if he could call someone. I told him that we would do that in a second, and he still refused. I then grabbed his other hand, at which point he pulled away from me and turned around. I then requested another unit to be en route as quick as possible. I pushed him up against my vehicle and attempted to get him to calm down and put his hands behind his back. He still refused multiple lawful commands to turn around put his hands behind back, at which point Officer McRee arrived on scene. Mr. McCain then turned around but still did not put his hands behind his back. Upon getting him handcuffed, I told him to get in the car and he refused. I then told him again to get in the car and he refused again, only sitting down once I pushed on his shoulder. I then read him implied consent for 21 or over, to which he refused.

The vehicle was then towed by Pilgrim’s and he was transported to the McDuffie County Jail without further incident. Mr. McCain received one citation for DUI-Combo, one for improper turn, and one for failure to stop at stop sign. A warrant for two counts of misdemeanor obstruction was applied for and granted by Judge Moore.

[NARRATIVE #2 on August 15, 2026]

On August 15th 2026, at approximately 7:21pm, I was monitoring traffic in the area of East Hill St near the intersection of Watson St when I observed a 2013 silver Chevrolet Tahoe traveling on Watson St before making a right turn onto East Hill St without coming to a complete stop at the stop sign. After the vehicle ran the stop sign, it went across the first available lane and went into the leftmost lane.

I pulled out behind the vehicle and activated my emergency blue lights to initiate a traffic stop. The vehicle turned into the Triangle gas station without using a turn signal. I walked up to the passenger side of the vehicle, where I could smell an overwhelming odor of burnt marijuana and the odor of an alcoholic beverage coming from the vehicle. I could also smell the odor of an air fragrance that was just recently sprayed. I know from training and experience that it is common for those engaged in criminality to use air fragrances in an attempt to mask the odor of illegal narcotics to avoid law enforcement detection.

I told the driver (Oron McCain) the reason for the stop and asked for his driver’s license, registration, and proof of insurance. He handed me his driver’s license and registration. I had to remind him about the insurance. I asked him to step out of the car, and he held his hand out like he was waiting on me to hand back his driver’s license. I told him that I was going to hold onto it.

When he got to my patrol car, I could smell the odor of burnt marijuana, and the odor of an alcoholic beverage was emanating from his person. I asked him when the last time he smoked marijuana was, and he said it’s been a minute. I asked him how long ago, and he said right before he came up here, he smoked a preroll. He then told me it was like around 30 minutes ago, as he was backing up near my driver’s door.

I asked Oron to come back to the front of my car. I asked him if he had any alcohol today, and he said no. I asked him when the last time he had alcohol was, and he told me earlier today. He further explained that he had two beers around 5:00pm. I requested Officer Olson to come assist with the investigation. Oron started walking towards his car; I had to tell him to stay near my car again. A few minutes later, he started coming around my car, and I had to tell him again to stand in front of my car. He just continued to pace and look around randomly.

Once Officer Olson arrived, the investigation was turned over to her, and I had to leave for an active call for service. While at the other call for service, I called over the radio to Officer Olson to make sure she was okay, and she said she was. I requested dispatch to send an available Sheriff’s Deputy to assist her due to the excessive nervousness Oron had shown. A few seconds later, I could hear Officer Olson requesting backup emergent, and I could hear Oron speaking loudly in the background. I could hear the stress in both of their voices.

I left the call for service and went to Officer Olson, where I saw her attempting to take Oron into custody, but he was facing her and not complying with her commands. I immediately started giving commands for Oron to turn around and place his hands behind his back. He turned around but had his hand in his pocket; I had to force his hand behind his back. At this point, he was no longer resisting and was placed in handcuffs. My body-worn camera had fallen off during the struggle but remained recording.

The vehicle was turned over to Pilgrims. Officer Olson transported Oron to the McDuffie County LEC. I met them at the LEC. Oron was very reluctant to give his information to Officer Olson for the booking process and used profanity. He would only provide his old address in Thomson and wouldn’t provide his current address in Warrenton. He was turned over to jail staff.
