On August 12 2026 at approx 0032 hours, Mitchell County 911 dispatched available Pelham PD units to the address of [200 BLOCK] MLK Blvd in Pelham, Ga. in referrence to a suspicious person with a gun. I, Officer Kyle Phillips along with Officer Larry Bryant and Lt. Reggie Feagin responded, Officer Bryant was first in the area and advised that he had a visual on a black male riding a black electric scooter in the area of [200 BLOCK] MLK Blvd.
Once Lt. Feagin and I arrived in the area of the MLK Blvd Housing Authority, we attempted to make contact with the individual but he instead drove the electric scooter in between the aprtments, he then exited the housing authority area and drove down MLK Blvd, entered onto cemetary road and drove the scooter behind the BW Wings restaurant building and through the back yard of [300 BLOCK] MLK Blvd where he and his scooter came to a rest.
The individual was located at the [300 BLOCK] MLK Blvd address and detained without issue, and identified as Cornelius Franklin, after Mr. Franklin was detained Lt. Feagin and I spoke with the Complainant Mr. [VICTIM #1], Mr. [VICTIM #1] stated that Mr. Franklin was driving his scooter near his apartment at [200 BLOCK] MLK Blvd, and while doing so Mr. Franklin pointed a gun towards him and that is when he contacted 911.
Mr. Franklin and Mr. [VICTIM #1] have had arguments prior to this event over a female subject [REDACTED], Ms. [REDACTED] and Mr. [VICTIM #1] have previously advised that they do not want any contact from Mr. Franklin though a barment notice or TPO have not been filed at the time of the call.
Mr. Franklin was arrested for Loitering/Prowling and Disorderly Conduct, he was searched and no weaopons or firearms were found on his person, a search of the area of [300 BLOCK] MLK Blvd where Franklin was found to locate any weapons that may have been dropped or hidden was performed and no such weapons were recovered. Mr. Franklin had $45.80 in cash and a Black Cellphone in his possession.
The electric scooter was recovered and transported to the Pelham Police Department and then was released to [REDACTED].
After the search for any weapons was performed, Franklin was transported to the Pelham Police Department and processed for Loitering/prowling and Disorderly Conduct, two Barment notices were filed for [200 BLOCK] and [200 BLOCK] MLK Blvd The residence of Mr. [VICTIM #1] and Ms. [REDACTED] and the mother of Ms. [REDACTED]. Franklin was then transported to the Mitchell County Jail Justice Center along with $45.80 in cash and a Black Cellphone.
