On Friday May 15 2026, I Sgt. Florence was made contact with a concerned citizen via a call in to Pelham Police Dept. in reference to b/m subject being disorderly and blocking traffic flow in the area of Hand Ave and Green St.
Upon my arrival, I observed a b/m subject wearing a brown in color hoodie and black in color pants to be standing in the roadway blocking traffic flow, the subject irate and disorderly (yelling and cursing) at passing people and vehicles. The offender later identified as a Mr. Desmond Reese also appeared to be under the influence of some type of drug; as I smell a strong odor of burnt marijuana coming from his person. Mr. Resse was checked incident to arrest, and handcuffed behind his back. Handcuffs were double locked for fit. Mr. Resse was placed in the backseat of patrol unit after it was checked for contraband; none found. Mr. Reese was charged with Disorderly Conduct (50-8) city ordinance violation and later transported to Mitchell County Justice Center.
