On 8/16/26 at 00:36 I Ofc. Bryant (#12) was sitting idle on Liberia St NW across from the residence of [300 BLOCK] Liberia St NW & behind Summerhill Missionary Baptist Church (301 Love St NW).
As I am sitting idle, I observed a black in color car fail to stop at the stop sign at the intersection of School St & Liberia due to the driver driving at a high rate of speed. The driver later identified as Mr. Juan Carlos Najera Jr. (Hispanic/Black, [REDACTED]) then made a right hand turn onto Hurst after failing to stop at the stop sign. I then activated my patrol emergency blue lights (#36) to initiate a traffic stop.
As my patrol blue lights are activated, the driver failed once more to stop at the stop sign at the intersection of Church & Hurst, and keep traveling onto Hurst. After the driver stopped the vehicle, the final resting place was Hurst & W.R.R. I then advised dispatch of the license plate ([REDACTED], 2021 Chevrolet Malibu black in color) and exited my patrol unit. I then made contact with the driver via driver side, and could immediately smell a strong odor of alcohol before the conversation of who I am & the reason for the traffic stop. After making contact, Ofc. Phillips (#10) and Lt. Feagin (#4) shortly arrived at the scene.
I asked the driver, had he been drinking, and he did admit to consuming 3 shots of Tequila because he was at his cousin party. I instructed the driver and passenger Mr. [REDACTED] to exit the vehicle. I then observed the passenger, stumbling from the passenger side after exiting the vehicle, and holding onto the top of the trunk area of the vehicle while walking to the driver side. While searching the vehicle, I observed a clear, orange in color bottle, blue top (Walmart) in the center console, with the name plate area of the bottle had been removed. The bottle contained 11 white in color, round pills with 3 on one side and 1P33 on the other side.
Along with Mr. Najera, Mr. [REDACTED] did admit out loud that he had been drinking as well. I then had Lt. Feagin administer a preliminary breath test (PBT) twice and the driver blew both times a 0.13. I then informed Mr. Najera that he is almost double the legal limit, and was read the Implied Consent Notice for Suspects Age 21 or Over, and he complied. I then informed him that he is now under arrest for DUI of alcohol.
I gave Mr. Najera multiple opportunities to have someone remove his vehicle from the scene so it does not have to towed. But he was not able to make contact with anybody, but the passenger Mr. [REDACTED] was able to make contact with his brother Mr. [REDACTED] (B/M, [REDACTED]) and the vehicle was turned over to him. After securing the prescription bottle, I placed a set of handcuffs on Mr. Najera, double locked for fit and escorted him to my patrol unit. I inspected the back seat area for any contraband and nothing was found. Then myself, Lt. Feagin & Ofc. Phillips were en route to the Pelham police department so that Mr. Najera could use the Intoxilyzer 9000.
Once arrived, I placed Mr. Najera inside of the holding cell, began completing the citations for Mr. Najera, while Lt. Feagin began the set up of the Intoxilyzer. While waiting I informed Mr. Najera, that he will be cited for OCGA 40-6-72 (B) Failure to stop at stop sign, OCGA 40-6-180 Too fast for conditions, and OCGA 40-6-391 Driving Under Influence. Once the Intoxilyzer was set up, Mr. Najera measured BrAC (g/210L) was at 0.167, which is double of 0.08. I also issued him Administrative License Suspension and Implied Consent, which he signed also and received his yellow copy. After all documentation was signed, I escorted Mr. Najera back to my patrol unit, and was en route to the Justice Center (Camilla, Ga 31730). Once arrived, Mr. Najera was transferred over to the justice center staff to be booked and processed.
I then returned back to my normal patrol duties.
