On 6-19-26 this Officer, Lt. Reggie Feagin, responded to [300 BLOCK] Liberia Street in reference to a dog hurt.

Upon my arrival I spoke with Ms. [WITNESS #1] who stated Mr. Richard Reese was made an drunk and hit his dog with something on his back causing the dog not to be able to use his legs. Mr. Reese was not on scene. I observed the dog attempting to walk around the yard dragging both hind legs. I called Stitches and they came out to set a trap for the dog due to it being under the house.

While back out at the residence of [300 BLOCK] with Stitches I received a call from 911 stating Richard Reese was in the yard of [300 BLOCK] Liberia Street. Officer Bryant and myself went to [300 BLOCK] Liberia Street and arrested Mr. Reese for cruelty to animal. Mr. Reese was searched and I recovered a plastic object that appeared to be similar to pipes used to smoke drugs. Upon further look the object did not appear to have burn marks on it or anything in the object. Mr. Reese was not charged with drug related object but this items was collected and placed into evidence at the Police Department.

Mr. Reese was placed in handcuffs behind his back double locked to fit. Mr. Reese was transported to the Pelham Police Department where an arrest and booking sheet was filled out and transported to the Mitchell County Jail on the charge of Cruelty to Animal. CID was notified and warrants pending.
