On Friday, July 10th 2026 at approximately 7:12 p.m. I, Corporal Sammons responded to the High Falls State Park in reference to an irate male subject threatening to shoot up a camp site and shoot someone in the face. While en route to the location, Monroe County dispatch advised that the caller was an off duty Bibb County Deputy and that there were multiple juveniles on scene. They also advised the male drove a red Hyundai Elantra with front end damage.

Upon my arrival, I found a red in color Hyundai Accent attempting to leave the park with a black male standing near it on his cell phone and pointing at the car. The male was later identified as [WITNESS #1]. I noticed a hispanic male driving the vehicle with a small child in the backseat looking back at my patrol car. I made contact with the driver, who was identified by his Florida driver’s license as Alberto Torres. I requested Torres exit the vehicle and come speak with me.

Torres stated he came up from Florida to go camping with his brothers at the park. Torres stated they were not actually related but he had known them since he was approximately 17. Torres originally stated that “they” told him that he was practicing witchcraft by walking around barefoot in the dirt. Torres stated that he didn’t like them saying that to his son, [REDACTED] so they began arguing and he began to leave. Torres stated he did not threaten to shoot anyone but he called [VICTIM #1] a “b*tch a*s n*gga” and that was it. Torres began to become irate again while failing to follow simple commands so he was placed in the rear of my patrol car after being searched for weapons.

I made contact with [WITNESS #1] who stated that this was supposed to be a camping trip where they mentor the youth. He stated that his brother and himself mentored Torres when he got out of prison. He stated that he was cooking hot dogs for the kids when he heard Torres, [VICTIM #1] and [VICTIM #2] arguing. He stated Torres was upset because someone believed differently than him religiously and he told him not to use that kind of profanity around the kids. He stated Torres continued to escalate so he asked him to leave. [WITNESS #1] stated Torres replied “I ain’t going no fu*king where, I ain’t going no fu*king where, make me leave b*tch that’s what you do, as a matter of fact, I’ll come and air this park out, I’ll come spray this campground up.” [WITNESS #1] stated he said this about 5 times and then he threatened his brother [VICTIM #1] stating “if I come back I’m gonna shoot yo a*s in the face.” [WITNESS #1] stated at that point he was on the phone with dispatch.

[WITNESS #1] stated during this there was approximately 10 juvenile boys present ranging from approximately 8 years old to teenagers.

I made contact with [VICTIM #1] who was reluctant to speak at first. He stated that Torres began making threats after disagreeing about religion. [VICTIM #1] stated that Torres said he would come spray the park up and he even threatened him personally. [VICTIM #1] stated he did go to his car to retrieve his firearm and placed it on his hip because of the style of statements Torres was making.

I then made contact with [VICTIM #2] who stated that Torres and himself were having what he thought was a normal conversation about religion and what Torres believed. He stated Torres started to get upset which he stated is typical in his experience when discussing conflicting beliefs. [VICTIM #2] stated Torres started to get real aggressive and say that he fights instead of talking. He stated they continued to speak and it turned into Torres making threats. He said he guesses what triggered Torres was he called him crazy because he said he gets energy from the ground by walking around barefoot. [VICTIM #2] stated that is when he started saying he would shoot up the area and shoot one of his fellow officers in the face.

Torres gave [VICTIM #1] the phone number for [REDACTED]’s mother [REDACTED]. [REDACTED] agreed for [REDACTED] to stay with the church group until she got on scene to take him back with her. Torres’ car was removed by Comer towing after completing an inventory to find no firearm and he was transported to the Monroe County Jail. Torres was charged with Terroristic Threats and Cruelty to Children 3rd degree.
