[NARRATIVE #1 on August 28, 2026]
On 08/28/2026, at approximately 2331 hours, while assisting Corporal Rodriguez with a disturbance at 67 E. Johnson Street, I made contact with a female subject identified as Ms. Angela Holbrook. Ms. Holbrook requested to perform standardized field sobriety exercises to determine whether she was safe to drive from the scene. Ms. Holbrook stated she intended to drive herself and her husband home.
I conducted the Horizontal Gaze Nystagmus (HGN) test with Ms. Holbrook. Prior to conducting the test, I asked Ms. Holbrook if she had any medical conditions or physical impairments that I should be aware of, to which she stated there were none. Ms. Holbrook was wearing corrective lenses. I asked Ms. Holbrook if she was able to see without her corrective lenses, to which she stated she was not.
I then conducted the HGN test and observed six out of six clues:
Lack of smooth pursuit, left eye.
Lack of smooth pursuit, right eye.
Distinct and sustained nystagmus at maximum deviation, left eye.
Distinct and sustained nystagmus at maximum deviation, right eye.
Onset of nystagmus prior to 45 degrees, left eye.
Onset of nystagmus prior to 45 degrees, right eye.
I then attempted to conduct the Walk-and-Turn test. Prior to conducting the test, I again asked Ms. Holbrook if she had any medical conditions or physical impairments that would prevent her from performing the test, to which she stated there were none.
While attempting to perform the Walk-and-Turn test, I observed Ms. Holbrook have difficulty maintaining her balance and nearly fall over multiple times.
At that time, I informed Ms. Holbrook that, based on my observations, I did not believe it was safe for her to operate a motor vehicle due to her apparent level of impairment. I instructed Ms. Holbrook not to drive her vehicle from the parking lot.
Shortly thereafter, Corporal Rodriguez and I placed Mr. Holbrook under arrest. Mr. Holbrook’s hands were placed behind his back, and handcuffs were applied, double-locked, and checked for proper fit.
Mr. Holbrook was reevaluated by Monroe County EMS, who placed a gauze bandage on the back of his head due to bleeding related to his initial medical complaint. I then transported Mr. Holbrook to Monroe County Hospital for further medical treatment.
Upon leaving Monroe County Hospital, I was advised by Corporal Rodriguez that Ms. Holbrook was in the parking lot and appeared to have driven from the parking lot of Robins Federal Credit Union to Monroe County Hospital.
I made contact with Ms. Holbrook and observed her seated in the driver’s seat of the vehicle. The vehicle was running, and the key was in the ignition.
I requested that Ms. Holbrook exit the vehicle, which she did. I then reminded Ms. Holbrook of the conversation we previously had in the parking lot of Robins Federal Credit Union, during which I informed her that I did not believe she was safe to operate a motor vehicle. Due to Ms. Holbrook subsequently operating the vehicle, and based on my observations of her apparent impairment, I requested that she perform standardized field sobriety exercises as part of a DUI investigation.
Ms. Holbrook consented to the standardized field sobriety exercises.
I again conducted the HGN test. Prior to conducting the test, I asked Ms. Holbrook if she had any medical conditions or physical impairments that would prevent her from performing the test, to which she stated there were none. I also asked Ms. Holbrook about the corrective lenses she was wearing. Ms. Holbrook stated she could not see without them.
Onset of nystagmus prior to 45 degrees, right eye
I then conducted the Walk-and-Turn test. Prior to conducting the test, I asked Ms. Holbrook if she had any medical conditions or physical impairments that would prevent her from performing the test, to which she stated there were none.
While conducting the Walk-and-Turn test, I observed seven out of eight clues:
Cannot keep balance during instructions.
Starts before instructions are finished.
Stops walking to steady herself.
Does not touch heel-to-toe.
Steps off the line.
Raises arms for balance.
Incorrect number of steps.
I then conducted the One-Leg Stand test. Prior to conducting the test, I asked Ms. Holbrook if she had any medical conditions or physical impairments that would prevent her from performing the test, to which she stated there were none.
While conducting the One-Leg Stand test, I observed four out of four applicable clues:
Starts before instructions are finished.
Sways while balancing.
Uses arms for balance.
Puts foot down.
At that time, I read Ms. Holbrook the Georgia Implied Consent Notice for persons age 21 or over and requested a blood sample. Ms. Holbrook refused to provide a blood sample.
Ms. Holbrook was then placed under arrest. Her hands were placed behind her back, and handcuffs were applied, double-locked, and checked for proper fit. Ms. Holbrook was secured in the rear seat of my patrol vehicle.
Ms. Holbrook was transported to the Monroe County Detention Center without incident.

[NARRATIVE #2 on August 29, 2026]
On August 29th 2026 I Cpl Rodriguez received a phone call from Sergeant Robinson from Monroe County who advised me her husband was involved in a disturbance at Robins Financial Bank parking lot address being 76 E Johnston St.
Upon my arrival I notified Monroe County dispatch I was out with a signal 27 being a investigation call, I then noticed a Hispanic male (later identified as Mr. Hector Nieves Pantojas) bleeding from the back of his head and a white female (later identified a Ms. Angela Holbrook) yelling at Lieutenant Colvard of the Monroe County Sheriff’s Office. I then could hear Mr. Pantojas tell Lt Colvard “Fu*k you, you was’nt even there” multiple times, to which I advised Mr. Pantojas to stop speaking to Lt Colvard in that manner, that Lt Colvard was not disrespecting him (Mr. Pantojas), so he should not disrespect Lt Colvard. While investigating the situation (talking to Dominique Robinson) I noticed Mr. Pantojas (caught on body camera) urinating next to a park car in Robin’s Financial parking lot. I then called for my back up, being Ofc Rodgers to be en route to me.
Ofc Rodgers arrived on scene shortly after. I then asked Mr. Pantojas and Ms. Holbrook if they had a ride or someone to come and get them, to which Ms. Holbrook advised Ofc Rodgers that there vehicle was close by. I then Ms. Holbrook if she was good to drive to which Mr. Pantojas advised me neither one of them were good to drive, that they had been drinking. Ofc Rodgers then asked Ms. Holbrook if she would do Field Sobriety Test for him to make a decision to verify Ms. Holbrook was able to drive a motor vehicle home, to which Ms. Holbrook agreed. Ofc Rodgers then began his Field Sobriety Test, to which he then advised me Ms. Holbrook was not capable of driving a motor vehicle. Ms. Holbrook was then advised she could either call a Uber or someone to come and get them due to them being intoxicated. To Ms. Holbrook got on the Uber App and requested a Uber driver.
I then noticed a group of people who were customer’s of the Den watching Mr. Pantojas urinating from the back porch of the Den. Mr. Pantojas then finished and was told by me to sit down due to his injury and he was notified that EMS was en route to check him out. Upon EMS arriving Mr. Pantojas was clearly intoxicated to which his speech was slurred, he urinated a little bit on himself. Mr. Pantojas then refused to be checked by EMS, to which Mr. Pantojas was advised to have a seat by Ofc Rodgers. This is when Mr. Pantojas began to say the words (n*gga) multiple times to which he was advised by me not to say.
Mr. Pantojas then in spanish began to say it to Ofc Rodgers to which I advised Ofc Rodgers Mr. Pantojas was under arrest. Mr. Pantojas head began to bleed again to which he was checked out by EMS, only allowing them to put a bandage on. Mr. Pantojas was then transported to Monroe County Emergency Room. While finishing Mr. Pantojas citations and walking back into the Emergency room to explain the citations to Mr. Pantojas, I noticed a vehicle drive into the ER parking lot and while standing next to my patrol car noticed Ms. Holbrook driving and being told not to drive due to be intoxicated.
I then entered the emergency room and advised Ofc Rodgers that Ms. Holbrook was just seen by me driving and it is on body camera. Ofc Rodgers then made his way to the Monroe County ER parking lot. Mr. Pantojas was then advised of his 3 citations, Public Drunkeness, Disorderly conduct for profanity/racial slurs, and urinating in public. Mr. Pantojas was released to the hospital, and was given appearance citations.
