On Saturday, September 26, 2026, at approximately 1110 hours, I, Deputy Sanders, responded to a Be on the Lookout that turned into a single-vehicle wreck at Ga 401 NB MM 178.

Upon arrival, I made contact with suspect Bercy-Dylan Musonera, who stated that while traveling north, he went off the road and hit a guardrail, but he was unsure where it was; he thought it was down the road. However, I saw the guardrail damage where he was parked, just a few feet behind him. The damage to his vehicle was severe and rendered his vehicle completely inoperable. I asked the driver to step out of the vehicle, and the driver did so. While at the rear of his vehicle, I spoke with the suspect and asked if he would be willing to run a few exercises to determine whether he was safe to drive; he said yes. I then asked if he had any recent injuries, and he stated no. I asked whether he wears glasses or contacts, and he said he wears glasses. I then began the SFST, which went as follows:

Horizontal gaze nystagmus

  1. Lack of smooth pursuit in both eyes
  2. Distinct and sustained nystagmus at max deviation
  3. Onset nystagmus before 45 degrees

no vertical

Walk and Turn

  1. Misses heel-to-toe
  2. Steps off line
  3. improper turn

One-leg stand

  1. Sways while balancing
  2. hopping
  3. Puts foot down

After completing SFST, because I smelled an odor coming from the suspect, I requested a second unit with a portable breath test. The suspect agreed to take it. However, once the unit arrived on scene, the suspect decided to refuse the test, stating there were no repercussions if he refused, so he did not want to do it. The suspect the whole interaction was asking repetitive questions forgetting he ever asked the first time. I then placed the suspect under arrest in handcuffs and read the green implied consent card for over 21, asking for blood. The driver agreed and stated he would do it. I then checked the suspect for any weapons and contraband. I then placed him in the back seat of my patrol car.

I searched the vehicle and did not locate anything, and at that time the tow truck arrived on scene. I then turned the car over to Mid Georgia and transported the suspect to the hospital. Once done with the blood test kit, I transported him to the Monroe County Jail, where I turned the suspect over to jail staff.

I cited the suspect for failure to notify after striking a fixed object, failure to maintain lane, and DUI less safe. I placed the blood test kit into evidence.
