At approximately 19:44 I was called into service by Monroe County dispatch in reference to a domestic problem at 342 N Lee Street, room [REDACTED] of the Days Inn. I arrived at 19:44 and activated my department issued body camera and made contact with Cpl. Taylor while he spoke with a female subject [WITNESS #1]. I proceeded to room [REDACTED] and made contact with a males subject Charles Green. Inside of the room Mr. Green sat on the bed and calmly explained why he called for police assistance.

Mr. Charles stated that he and Mrs. [WITNESS #1] had been staying at the Days Inn for the past two days and were getting along cordially. Then today Mrs. [WITNESS #1] accused Mr. Charles of seeing other women and he stated that she hit him in the face with a closed fist. I observed the area of contact and saw no signs of injury. I asked Mr. Charles if he was injured, and he replied no. Mr. Charles stated he and Mrs. [WITNESS #1] had a couple of beers today and that she may be drunk. Mr. Charles was then instructed to remain in the room while I went to speak with Mrs. [WITNESS #1] and he complied.

I then exited room [REDACTED] to make speak with Mrs. [WITNESS #1] and she said that Mr. Charles had been drinking and was a little drunk. He was upset with her because she left the see her grandmother for her birthday. I asked was there any physical altercation to which she replied no. I then took [Mrs]. [WITNESS #1]’s license to my patrol vehicle leaving her with Cpl. Taylor. Then I noticed Mr. Charles approaching Cpl. Taylor and [Mrs]. [WITNESS #1] with his arms crossed over his chest.

I ordered Mr. Charles to return to his room and Mr. Charles started to walk away from Cpl. Taylor towards the room while loudly shouting profanities towards Cpl. Taylor and myself in slurred speech. I continued to escort Mr. Charles towards his room as he became calm and quieted. I turned back towards Mrs. [WITNESS #1] to see if she was ok to remain at [REDACTED] with [Mr]. Charles and he began to clinch his fist and yell profanities again while Mrs. [WITNESS #1] tried to escort him to the room Mrs. Charles yelled louder to where guests at the hotel became agitated.

I then ordered Mr. Charles to come to me to place him under arrest for disorderly conduct and public drunkenness. Mr. Charles retreated into room [REDACTED] denying myself, Cpl. Taylor and Cpl. Crumpler access. I went to the front desk ask the manager for access to room [REDACTED] and he escorted me with a room key back to the room and gained access. Cpl. Taylor and Cpl. Crumpler were first to enter and I was behind them. We all gave the verbal command to Mr. Charles to place his hands behind his back, he was under arrest. Mr. Charles refused and attempted to lunge towards the bathroom away from Cpl. Taylor. Cpl. Taylor and Cpl. Crumpler grabbed Mr. Charles by his arms pulling him to the bed and I placed my handcuffs on both wrists locking each cuff securely.

Cpl. Taylor and I, escorted Mr. Charles one officer to each arm, to my patrol vehicle where he physically resisted and kicked me in my left leg. Cpl. Crumpler was able to reach through the back passenger door to grab Mr. Charles by his arm and pull him inside allowing both doors to be closed safely. Mr. Charles remained hostile kicking the doors and arming the cage of my patrol vehicle.

At approximately 20:30 I departed for the jail with Mr. Charles, and at 20:32 I arrived at the jail. Mr. Charles exited my patrol vehicle on his own, without any assistance, and I turned him over to the Monroe County jailers.

Additonal charges of Obstructing a Law Enforemcent Officer were issued to Mr. Charles for kicked me in the leg.
