On Thursday July 30, 2026 at approximately 0940 hours a BOLO was given to all Monroe County units in reference to a blue in color Mazda CX3 bearing registration similar to “[REDACTED]” on GA 401 north at mile marker 195 for weaving and unable to maintain lane. Monroe County dispatch received several calls in reference to this vehicle and the inability to maintain lane with one caller stating they saw him throw out a beer bottle.

At approximately 0944 hours I, Cpl. A. Foust, was dispatched to a hit and run on GA 401 northbound at mile marker 197. The description was a blue in color Mazda that hit a black in color oversize load escort truck. The caller, [VICTIM #1] (another driver in the oversize load escort) advised the blue in color Mazda was not stopping after hitting their lead truck. Monroe County dispatch requested assistance from Butts County Sheriff’s Office to stop the blue in color Mazda until I was able to make contact with them.

At approximately 0955 hours, Butts County Sheriff’s Office made contact and stopped the blue in color Mazda and waiting for my arrival. I arrived at approximately 1001 hours and made contact with Butts County units and the driver, identified as Gabriel Alfonso Meaury Caceres, of the 2017 blue in color Mazda bearing FL registration [REDACTED].

Deputy Shelley with Butts County advised he noticed Gabriel has watery bloodshot eyes. I explained to Gabriel the incident happened in Monroe County and that I was investigating a hit and run to which he stated he did not hit anyone. Gabriel stated he came from Orlando and was staying “here” at the Hyatt Regency. When I asked the last place he stopped, he stated “it was a gas station over there”. When I asked which one he stated “a racetrack on the next exit over here”. The black truck he hit was following the blue mazda and he had not exited the interstate after side swiping her. While speaking with Gabriel, I could smell the odor of an alcoholic beverage emitting from his breath. I asked Gabriel if he had anything to drink today and he stated he had not.

I asked Gabriel to walk to his vehicle with me to check for damage to which he was hesitant and not willing to look over his vehicle to determine if there was any new damage. Butts county units advised the driver of the black truck has damage to her driver side back door from the mirror of Gabriel’s vehicle. They also advised Gabriel has an open container in his cup holder. At this time, I walked to the passenger door of Gabriel’s vehicle and could see the damage to his passenger side mirror, including black paint transfer and the open container of a brown, glass beer bottle.

I then asked Gabriel to walk to the front of my patrol vehicle. I advised Gabriel my car was the last car on the shoulder of the road. When we reached my patrol vehicle, Gabriel seemed to be nervous and fidgeting with his hands and shirt. I explained to Gabriel that he has an open container of alcohol in his vehicle to which he replied “she is complaining that I hit her” “show me that I hit her and then it’s fine, everything else is fine”. Gabriel refused to acknowlege the open container in his vehicle. When I asked Gabriel if he would be willing to participate in field sobriety exercises, he stated “no, because I do not have to”. I explained to Gabriel that I noticed his speech is slurred, he has watery, bloodshot eyes and that I could smell the odor of an alcoholic beverage on his breath and he said “okay, you wanna take me to jail then she’s gonna show me that I hit her car”.

Based on the watery, bloodshot eyes, the odor of an alcoholic beverage prominently emitting from Gabriel’s breath and slurred speech, him being the only individual in the vehicle with several open containers still being cold to the touch and condesating, I placed him under arrest. Gabriel was handcuffed behind his back, checked for fit and double locked. He was placed in the rear of my patrol vehicle.

I made contact with the Driver of the black in color truck, identified as [VICTIM #2], who sated she was in the far right lane and can only do about 60-65 mile per hour with the oversize load escort. She stated all of the sudden she saw the blue mazda come up beside her in the middle lane and “bam” he hit her.

[VICTIM #2] stated she radioed her coworker in the escort to let them know what happened and was advised to catch up to the vehicle to at least get a tag number. The co-worker, [VICTIM #1], called 911 and stayed on the phone with dispatch. [VICTIM #2] advised when she got behind the blue Mazda, he “took off”. [VICTIM #2] followed the blue Mazda for approximately 12 miles while her coworker was on the phone with Monroe County dispatch relaying their location. They never exited the interstate from the time the incident happened until they were stopped by Butts County Sheriff’s Office.

[VICTIM #2] had damage to the 2011 black in color Ford F-150, GA registration [REDACTED], driver side rear door that matches the height of the mirror on Gabriel’s blue Mazda as well as blue paint transfer.

In Gabriel’s vehicle, the brown glass beer bottle (Michelob Ultra) in the center console cup holder was open and cold to the touch with condensation on the bottle. The other cup holder in the center console had four Michelob Ultra beer caps. On the hood of the Mazda was a cardboard Michelob Utlra box previously obtained from inside the vehicle by Butts County Deputies containing 1 empty bottle of Michelob Ultra beer that still had condensation on it and cold to the touch and 1 full unopened bottle of Michelob Ultra beer.

I read Gabriel GA Implied Consent Notice for Suspects Age 21 or Over for blood to which he stated “no” and then I read GA Implied Consent Notice for Suspects Age 21 or Over for breath to which he stated “no”.

The blue Mazda was towed by Forsyth Wrecker to their tow yard.

Gabriel was transported to the Monroe County Jail where he was turned over to jail staff. The rear of my patrol vehicle was searched before and after transport with no contraband found. Gabriel was issued citations for DUI-refusal, hit and run, and open container.
