[NARRATIVE #1 on May 31, 2026]

On Sunday, May 31st, 2026 at approximately 6:11 p.m. Monroe County Dispatch advised deputies of a vehicle stopped in the fast lane of Georgia 401 near mile marker 190. An off duty deputy pushed the vehicle out of the road and advised I, Corporal Sammons that the vehicle did not have a tag on it, the driver told him she worked for the CIA when he asked her name and that there was a handgun in plain view in the passenger floorboard. I had just started my shift at the time and in turn had not yet retrieved my body camera from the Sheriff’s Office but I still responded to the scene.

Upon my arrival to the scene, I located a grey Hyundai Sonata on the left shoulder with the hazard lights activated and barely out of the roadway. I exited my vehicle and the driver, later identified as Heather Lewis by her Tennessee license, opened her driver’s door and immediately became aggressive. Lewis asked me what I wanted. I asked Lewis what was going on with her and she informed me she had to get to Florida. I asked Lewis where the tag for her vehicle was located and she replied “what the f*ck does that matter?”.

I informed Lewis that she was driving on a Georgia roadway and by law was required to have a vehicle tag displayed. Lewis mimicked back what I stated to her. I asked Lewis if she had any registration for the vehicle and she informed me that she didn’t have to tell me that. Lewis then stated that I could take the car and that her along with her dog would just walk. I informed Lewis that regardless of that she had to still provide registration for the vehicle. Lewis stated I was not taking her anywhere and that she was going to Florida. At this point I requested Deputy Grant to come to my location.

I asked Lewis for her driver’s license and she stated “I have rights, I don’t have to give that to you”. I informed Lewis that she in fact did have to as this was a traffic stop and Lewis again mimicked my voice. Lewis continued to display signs of aggression and stated that I was about to “f*ck around and find out” while having her right fist balled up and clinching her jaw.

Lewis informed me that I needed to let her go as people were coming. I asked Lewis what she meant and she informed me I was “f*cking with the wrong person”. Lewis stated that there was plenty of things going on around us and that she had passed plenty of cars along with roadkill while driving. Lewis continued to attempt to get me to move so she could shut her door and continued to inform me I would be letting her go to Florida.

Upon Deputy Grant arriving on scene, Lewis was in the middle of again stating I was about to “f*ck around and find out” which she stated multiple times. I asked Deputy Grant to make sure his body worn camera was activated and Lewis stated we “need to let me go”. I asked Lewis what I needed to let her go for and she stated “I’m not f*cking with you anymore.” I once more asked Lewis if she had a driver’s license and she replied “that’s none of your god damn business”. I asked Lewis if she had registration for the vehicle and she replied “that’s none of your business”.

At this point I instructed Lewis to step out of the vehicle while reaching for her right hand. Lewis snatched her hand away from me while leaning back towards where I knew there to be a firearm. I attempted to grab Lewis’ legs and she began to kick me while instructing her dog to “get them”. I successfully grabbed Lewis’ leg and assisted her out of the vehicle. Upon her exiting the vehicle, I slipped in a mud puddle while struggling with her causing me to fall to the ground with her.

Lewis hollered at me “get off of me you god damn pig” while attempting to kick Deputy Grant and I. Lewis continued to struggle with both of us while we tried to gain compliance. Lewis’ dog attempted to bite Deputy Grant which caused him to let go of Lewis with one hand to protect himself. At this point, Lewis tried to roll over and I could feel Lewis’ hand intentionally reaching for my groin. Lewis attempted to squeeze my genitals and I immediately delivered multiple compliance gaining strikes to her which caused her to release me.

It should be noted upon removing my soiled uniform afterwards, there were muddy finger prints on my groin.

After delivering multiple strikes to Lewis, we successfully gained compliance from her and placed her in handcuffs to the rear which were double locked. Lewis was then escorted to my marked patrol car where she was searched incident to arrest. Lewis was placed in my patrol car which was searched for contraband before and after transport yielding no results. Once Lewis was placed in my car, she attempted to spit on Deputy Grant and I.

Animal Control responded to the scene and took possession of Lewis’ dog. Lewis was given an opportunity to provide them with a phone number to contact someone to retrieve the dog. Lewis had spit all over the cage of my patrol car at this point. I then transported Lewis to the Monroe County Sheriff’s Office Jail where I asked Dispatch to advise jail staff that she would possibly resist again.

Upon arrival to the jail, I was met by jail staff to assist in removing Lewis from my patrol car. Lewis was asked several times to exit the vehicle and she would not. Lewis was then assisted out of my vehicle and placed in a holding cell until she calmed down. At this point I turned Lewis over to jail staff.

Lewis is charged with two counts of Felony Obstruction, sexual battery and multiple traffic citations. Body camera footage is available on Deputy Grant’s camera as well as footage is available from my in car camera (2505). A use of force report was also completed and attached to this report.

[NARRATIVE #2 on May 31, 2026]

On May 31, 2026, at approximatley I Deputy Grant was requested by Corporal Sammons who was assisting a vehicle that was in the fast lane stopped and assisted to the side of the road. Corporal Sammons requested for a second unit to be enroute to his location.

Upon my arrival I observed Corporal Sammons speaking with a lady in a Gray in color Hyundai Sonata. When I walked up to the vehicle the driver was stating that “we needed to leave her alone, and we didn’t know who we were f*cking with”. Corporal Sammons then asked if she had any identification she said “that’s none of your got damn business” same thing when asked for insurance and registration.

We then assisted Heather Lewis out of her vehicle where she would begin to fight with me and Corporal Sammons on the side of the interstate. While fighting with Mrs. Lewis she reaches and grabbed Corporal Sammons genital reign. Mrs. Lewis then continued kicking and screaming resisting arrest as we tried to place her in handcuffs.

While fighting with Mrs. Lewis I had to release one hand to keep her dog from biting my leg. Myself and Corporal Sammons were finally able to get Mrs. Lewis Rolled over and placed in handcuffs. I then notify dispatch that we had one in custody and to also notify animal control for the small dog that was inside the vehicle. We then assisted Mrs. Lewis to her feet and walked her to the back of Corporal Sammons patrol vehicle.

Mrs. Lewis was checked for weapons before being placed in the back seat of the patrol vehicle. Once seated in the patrol vehicle Mrs. Lewis then began to spit at myself and Corporal Sammons as we closed the door. We then Conducted an inventory of the gray Hyundai I found in the right-side backseat floorboard her Driver’s license and other credit cards that would Identify the Driver Mrs. Lewis. Corporal Sammons would go on to transport Mrs. Lewis to the jail while I stood by waiting for the tow truck to come and pick up the vehicle.
