On Monday, July 20th, 2026 at approximately 11:25 p.m. I, Corporal Sammons responded to the area of Georgia 42 and Brownlee Road in reference to a man laying in the roadway. While en route, Monroe County Dispatch advised it was possibly a motor vehicle accident and that the complainant stated the driver said he wrecked off of his dirt bike, that he was very drunk and there was blood everywhere.

Upon my arrival to the scene, I was passed by a black male in a white t-shirt riding a red mini bike. Based off of the complainants statements, I did not immediately think this was the victim. I pulled up next to the first vehicle stopped in the roadway with hazards on and the female driver stated that the man that had just passed me was the correct subject. Once I turned around, I could not see the bike anymore. Other deputies and myself searched the immediate area in an attempt to locate the subject. Sergeant Bryson found the subject on Gregory Road laying on the side of the road with the motor bike on it’s side in the roadway.

Once I arrived to the new location, I observed a black male standing up next to the up right Coleman motor bike in a white shirt. This was in fact the same individual that had passed me. The man was identified as Jamel Davis. Davis stated he had consumed some alcohol today but would not state how much. Davis smelt very strongly of an alcoholic beverage and was slurring his words. Davis was unable to stand upright without swaying in when he attempted to walk he stumbled and staggered several times. Davis returned through GCIC as having an active warrant for his arrest as well as a revoked license. Davis was placed in handcuffs to the rear which were double locked and checked for proper fit.

While I attempted to read Davis Georgia’s Implied Consent Notice for Suspects Aged 21 or over he would not listen. Davis continued to become increasingly belligerent and stated he was not DUI. Davis finally stated he would not consent to a blood draw. Davis was placed in the rear of my marked patrol car after being checked by Monroe County Fire and stating he did not need an ambulance. My patrol car was searched for contraband before and after transport yielding no results.

While driving to the jail, Davis continued to be belligerent and trying to argue with me. Davis continued to talk to himself and kept asking why he was being arrested even though I clearly explained he was Driving Under the Influence and he acknowledged that. Davis stated he was not driving but that he was just laying on the side of the road. Davis then stated just because he said he was drunk that did not mean he was drunk. I asked Davis if that is what he said and he replied “yup”.

Davis continued to be argumentative and cursing at me while making little to no sense. Davis was turned over to Monroe County Jail staff for further booking. He was issued citations for DUI refusal, Driving while license revoked, not wearing a helmet and not having a tail light.
