On 6/27/2026 at approximately 1800 hours, there was an unapproved Block party hosted by individuals that lived at [100 BLOCK] Cedar Ridge Drive, located within the city limits of Forsyth, Georgia. This block party did attract thousands of patrons and also halted free flowing vehicle traffic down the suburban two-lane Street. There were several vehicles that were parked on the street, due to there being no planned designated parking from the hostess and there were several hundred subjects standing in the roadway, consuming alcohol and dancing in the street.

After several hours of law enforcement observing the event. Officers made multiple attempts to notify subjects to move their vehicles out of the roadway, due to there not being sufficient space for fire and or an ambulance to travel, if an emergency occurred. Officers advised party goers over their PA systems to move their vehicles and individuals refused to do so. At approximately 2240 hours, Officers spoke with the owner of [100 BLOCK] Cedar Ridge Drive and advised him the event is over and he needs to close down the festivities.

The owner refused to comply and Watts towing were notified to respond to the location. Due to the crowd of party goers, being irate and verbally hostile. Monroe County deputies escorted the wrecker service through the crowd and to the vehicles that had not been moved by drivers from the roadway. A 2013 Chevrolet Malibu, bearing Georgia tag [REDACTED], and a black in color Kia K5, bearing Georgia tag [REDACTED], were both towed from the location, due to the vehicles impeding the flow of vehicular traffic. The large crowd of individuals began to slowly disperse, once vehicles began to be towed.

While proceeding to the exit point to the subdivision. [VICTIM #1] was heard over our county twoway radio, loudly requesting for law enforcement’s assistance at her impound lot. Forsyth Police, Monroe County Sheriff’s Office, and the Georgia state patrol all did respond to the impound lot located at 324 Russell Parkway, with emergency lights and sirens activated. Upon arrival, there were four subjects standing near the opened gate to the rear of the tow yard.

All four subjects were occupying a green in color Dodge charger, and all were detained. The four subjects were identified as Quadre Marshall (D.O.B [REDACTED]), Courtney Johnson (D.O.B [REDACTED]), China Johnson (D.O.B [REDACTED]), and Jashauna Wallace (D.O.B [REDACTED]). I spoke with [VICTIM #1], and she stated, she and her other wrecker driver had pulled into her tow yard and these four subjects attempted to follow her wreckers inside the secured area. [VICTIM #1] stated she told the individuals they needed to leave and they all refused. [VICTIM #1] advised she then turned on her radio and asked for immediate assistance from law enforcement.

I spoke with Ms. China Johnson and she stated her vehicle was the white Malibu and she was told by an officer out at the block party, if she came to the tow yard she could pay a fee tonight and retrieve her vehicle. Due to it being a Saturday night, that was not a normal occurrence with the tow company’s in Monroe County. I spoke again to [VICTIM #1], and she stated the vehicles would not be released until normal business hours on weekdays. It appeared that the Marshall subject had driven Courtney, China, and Wallace over to the tow yard in an attempt to recover China’s vehicle.

An inventory was conducted and a black in color Herstal Belgium pistol was removed with twenty tow rounds in a black magazine. That firearm was removed from the vehicle and placed in the Forsyth police department’s evidence room for safe keeping. A NCIC/GCIC check was completed, and the firearm was not stolen. Before making my decision, I spoke with Officer Manning and he stated only one subject initially refused to identify herself, and that was the Jashauna Wallace subject. Once Wallace was detained, she then complied with request to identify herself.

All four subjects were placed under arrest; handcuffs were double locked and checked for fit. All four were transported to the Monroe County jail and were cited for Disorderly Conduct (15-8) subsection 13, for refusing to leave an establishment after being instructed to by a representative of that business. Marshalls Dodge charger was also impounded.
