On Saturday, August 29th, 2026 at approximately 0107 hours, I (Deputy Bakkar) was dispatched in reference to an animal complaint at [600 BLOCK] Lakeshore Dr.
I arrived on scene and observed a group of dogs on the edge of the property by the road barking. One of the dogs was running around in the roadway. I have been to this property multiple times and each time I have been unable to make contact with the owner Nenad Koska. Some of the dogs are chained up but most are loose in the yard.
I met with the complainant identified as [WITNESS #1] who stated Koska does not live at the property. [WITNESS #1] stated Koska got kicked out of the High Falls Inn and is now staying at a different location that [WITNESS #1] does not know. [WITNESS #1] stated that Koska shows up to [600 BLOCK] Lakeshore Dr one to two times per week to tend to the dogs.
The dog that was in the roadway was photographed and attached to the report.
