On Sunday, June 21, 2026, I, Deputy Brown, was parked at the Shell gas station located on the north side of the Georgia Highway 42 North and Interstate 75 Exit 188 southbound off-ramp. While assisting Deputy Wilson with a domestic violence case, we overheard a male subject across the street at another Shell gas station yelling and screaming at a silver passenger car that was attempting to leave the parking lot.

The male complainant, later identified as [WITNESS #1], got our attention and yelled to Deputy Wilson that a theft had just occurred at the store and that the occupants of the silver passenger vehicle were the suspects.

Observing the vehicle traveling north on Georgia Highway 42, I pulled out of the parking lot and began attempting to locate the vehicle. While traveling north, I observed the vehicle turn south onto Allen Street and travel at a high rate of speed. After turning onto Allen Street, I activated my emergency lights in an attempt to conduct a traffic stop. When the vehicle reached the intersection of Allen Street and Keith Drive, it failed to stop at the stop sign and continued through the intersection at a high rate of speed, appearing to flee. I then notified dispatch that I was in pursuit of the vehicle.

While traveling east on Keith Drive, the vehicle continued at a high rate of speed and nearly ran off the roadway while negotiating a sharp curve. As I caught up to the vehicle, I observed it fail to stop at the stop sign at Keith Drive and Allen Street before turning north onto Allen Street toward Georgia Highway 42 North. Upon reaching the intersection of Allen Street and Georgia Highway 42 North, the vehicle came to a stop and was blocked in by Deputy Wilson.

Deputy Wilson and I exited our patrol vehicles, drew our service weapons, and issued verbal commands to the female driver as she exited the vehicle. The driver was identified as Olivia Miller through her name and date of birth. I placed Miller in handcuffs and escorted her to Deputy Wilson’s patrol vehicle. After securing her inside the vehicle, I made contact with another female subject who was seated in the vehicle holding a juvenile child during the encounter.

The passenger was identified as the vehicle owner, [VICTIM #1]. [VICTIM #1] advised that she was sitting in the vehicle at the Shell gas station when Miller came running out of the store carrying beer. A registration check of Georgia tag [REDACTED] returned to a 2015 Kia Optima registered to [VICTIM #1].

While looking inside the vehicle, I observed two alcoholic beverage packages on the passenger-side floorboard. I removed the beverages and secured them in my patrol vehicle as evidence. While obtaining [VICTIM #1]’s statement, she advised that she had repeatedly yelled for Miller to let her out of the vehicle while Miller was fleeing from law enforcement. [VICTIM #1] further stated that Miller told her to “shut the fu*k up” and continued fleeing.

There were also three juvenile children inside the vehicle. Deputy Wilson obtained and documented their names and dates of birth for this case. Their identities will be redacted from this narrative for reporting purposes.

Deputy Wilson transported Miller to the Monroe County Detention Center for processing. Miller will be charged with Theft by Shoplifting, Felony Fleeing and Attempting to Elude a Police Officer, three counts of Cruelty to Children in the Second Degree, Kidnapping, and multiple traffic offenses observed during the pursuit.

I then returned to the Shell gas station and made contact with store clerk [WITNESS #1]. I returned the stolen merchandise, consisting of one four-pack of Seagram’s beverages and one six-pack of wine coolers, to the store. I recorded [WITNESS #1]’s identifying information, which will be included in the report.

Warrants will be sought for the charges listed above. The juveniles’ names will be documented in the appropriate section of the incident report. Miller and [VICTIM #1] will be added to the linked persons section, and the vehicle information will be entered into the report.
