On 08/15/2026, at approximately 1918 hours, while conducting a traffic stop on I-75 northbound near mile marker 188, I observed a gray Range Rover bearing Florida license plate [REDACTED] fail to comply with the Move Over Law. My emergency lights were already activated, and I conducted a traffic stop on the Range Rover at the bottom of the mile marker 188 exit ramp.

I made contact with the driver, identified as Mr. Patrick Rollinson. I requested Mr. Rollinson’s driver’s license, which he provided. I identified myself and informed him of the reason for the traffic stop. While speaking with Mr. Rollinson, I detected a strong odor of an alcoholic beverage emanating from the vehicle.

I asked Mr. Rollinson who in the vehicle had been drinking. There were two passengers inside the vehicle. The front-right passenger stated that she had been drinking and that was the reason Mr. Rollinson was driving. I requested that Mr. Rollinson exit the vehicle, and he complied.

I asked Mr. Rollinson if he had consumed any alcoholic beverages, to which he stated that he had not. However, while speaking with Mr. Rollinson, I detected the odor of an alcoholic beverage emanating from his person. I requested that Mr. Rollinson perform standardized field sobriety exercises, to which he consented.

I first conducted the Horizontal Gaze Nystagmus (HGN) test. I asked Mr. Rollinson if he had any medical conditions that would prevent him from performing the exercise, to which he stated that he did not. While conducting the HGN test, I observed six out of six clues:

Lack of smooth pursuit, left eye.
Lack of smooth pursuit, right eye.
Distinct and sustained nystagmus at maximum deviation, left eye.
Distinct and sustained nystagmus at maximum deviation, right eye.
Onset of nystagmus prior to 45 degrees, left eye.
Onset of nystagmus prior to 45 degrees, right eye.

I then conducted the Walk-and-Turn test. I again asked Mr. Rollinson if he had any medical conditions that would prevent him from performing the test, to which he stated that he did not. While conducting the test, I observed three out of eight clues:

Stops walking to steady himself.
Does not touch heel-to-toe.
Steps off the line.

I then conducted the One-Leg Stand test. I again asked Mr. Rollinson if he had any medical conditions that would prevent him from performing the test, to which he stated that he did not. While conducting the test, I observed three out of four clues:

Starts before instructions are finished.
Sways while balancing.
Puts foot down.

I then read the green Georgia Implied Consent Notice for persons age 21 or over and requested a blood sample. Mr. Rollinson consented to the blood sample. Mr. Rollinson was subsequently placed in handcuffs behind his back. The handcuffs were checked for proper fit and secured, and Mr. Rollinson was placed in the rear of my patrol vehicle.

Mr. Rollinson was transported to Monroe County Hospital without incident, where a blood sample was collected. Following the blood draw, Mr. Rollinson was transported to the Monroe County Detention Center without incident.

The vehicle was released to a licensed driver.
